Dear Mr. HINTON,

  I enclosed herewith application of Mr. Samuel COMBS, R.R. #2, Box S-93, Hamilton, Ohio, for pension on behalf of his helpless and dependent brother, James COMBS, son of the above named Civil War veteran, together with the statement of Dr. H.L. HUNTER, of Hamilton, Ohio, showing that this helpless son is feeble minded, and also the affidavits of David DEATON and Lydia AMIS showing that James COMBS is an idiot and wholly incapacitated for work of any kind and that he is dependent on others for his suupport, and that this condition has existed since his birth.

  I trust that prompt and favorable action may be taken on this claim under the provisions of Public Law 280, 78th Congress, and shall appreciate your advising me of action taken on the claim.

  The affiant, Lyida AMIS, being first duly sworn deposes and states that she is a citizen and resident of Owsley County, Kentucky, and 79 years of age;  that she has personally know James COMBS, for more than 64 years, and that by reason of being a near neighbor to him.  That he is a son of the deceased veteran, Squire COMBS, of Co. D 8th Regt. Ky. Vol. Inf.;  that the said James COMBS is an idiot and is wholly incapacitated from work of any kind and is dependent on others for his support;  that he has been a charge upon people in the neighborhood  where he lived and that he has always been an idiot from birth.   The said James COMBS is now about 64 years of age and until a few months ago he resided in Owsley County, Kentucky at or near Conkling, Kentucky.  The he is a single man and was never married.  Affiant further states that he is not related to the said James COMBS by either blood or marriage and has no direct interest in the prosecution of this claim.
