PREFACE

     A Manual of Nebraska Legislative Procedure has been prepared by the Legislative Reference Bureau for each session since 1915. It is made at the request of the legislature to meet the demand at the beginning of each session for rules and information in convenient form. The rules found herein contain all the changes made by the senate and house of 1931, including changes made in the special session of 1931, and those made by the constitutional convention of 1920.

      An outline of legislative procedure in Nebraska, condensed extracts from the constitution which apply to legislative work, and a chapter on bill drafting, which seem desirable in such a brief manual, have been added.

      The Bureau is primarily an information service, and aid to the legislature in bill drafting is only incidental to the more fundamental problems of research. Much of the Bureau's bill drafting work consists in revising bills handed to legislators by their constituents. The chapter on bill drafting is included in the hope that a knowledge or the constitutional provisions and legislative rules on hill drafting will minimize the necessity for so much revision.
