The foregoing Local Preachers' Directory is probably far from complete, as it is the first effort in this direction. We therefore request all local preachers to assist us in perfecting the Directory for future years. We trust, also, that they will esteem it a pleasure to share with the traveling preachers the expense of publishing the Minutes.
The Sixteenth Session of the Nebraska Conference was held in the M. E. Church in Falls City, beginning at 9 A. M. October 4th, 187, Bishop R. S. Foster presiding.
The opening religious services were conducted by J. B. Maxfield, and the Sacrament of the Lord's Supper was administered by Bishop Foster, assisted by members of the Conference.

A circular touching the circulation of the QUARTERLY REVIEW, was received from the New York agents, and G. S. Alexander was elected by the Conference to secure the subscriptions of members of the Conference to the QUARTERLY.
On motion, it was ordered that all papers presented to the Conference, relating to any interest, be referred to the committee having such interest under consideration.
The time for the opening of the Conference was fixed at 8 o'clock A. M. Business to commence at 8:30. The time for adjournment was fixed at 12 M.
G. S. Alexander moved that the reports of the Presiding Elders be not read before the Conference, nor printed in the Minutes. The motion was lost.

On motion, one from each District was added to the Committee on Missions, viz: L. F. Britt, A. T. Folden, D. F. Rodabaugh, S. P. Vandoozer, H. P. Mann, George Scott, and the report was then adopted.
On motion, the Presiding Elders were made a committee to apportion the assessment for the Episcopal Fund among the Districts.
D. Hart was elected Treasurer of the Episcopal Fund.
On motion, G. S. Alexander, D. F. Rodabaugh, and I. N. Pardee, were made a special committee on the Woman's Foreign Missionary Society.
On motion, it was resolved, that we will report only the Missionary and church extension collections in open Conference.
It was also ordered, that the Secretary furnish blank forms for the purpose, and hereafter we will report all the collections.
The following resolution was adopted
Resolved, That in all cases when any member of the Conference knows, or thinks there is anything against another member, sufficient to require the arrest of his character, said brother shall give timely notice of his intention to arrest his character, to the member concerned, and without such previous notice no arrest shall be made except for immorality.
The time having expired, notices
were given, the doxology was sung. The benediction was pronounced by
J. G. Miller.
SECOND DAY.
Falls City, October 5, 1876.
Conference met at 8 A. M. The first half hour was spent in prayer meeting, conducted by G. S. Alexander.
At 8:30 Bishop Foster took the chair. The minutes of yesterday's session were read and approved, and the names of members who were absent yesterday were called.
On motion of G. S. Alexander, it was
Resolved, That a committee of three or more judicious brethren be appointed, to whom shall be referred all matters of grievance between brethren prior to the arrest of character.
W. B. Slaughter, J. G. Miller, J. M. Adair, D. F. Rodabaugh, J. W. Stewart were appointed such committee.

The 10th Question--"Was the character of each Preacher examined?" was taken up.

Benjamin Reeves, and M. Campbell were discontinued at their own request.

T. A. Hull was passed, and required to pass the examination on the third year's studies at the next Conference.
S. D. Roberts was continued with the privilege of examination in the third and fourth years' studies next year.

J. M. Richards was continued with the privilege of examination next year in the third and fourth years' studies.
The 8th Question--"Who are the Supernumerary Preachers?" was taken up.

Falls City, October 6th, 1876.
Conference met at 8 A. M., and devoted half an hour to prayer meeting conducted by E. Wilkinson.
At 8:30 Bishop Foster took the chair. The minutes of yesterday's session were read and approved.
S. P. Vandoozer was elected Trustee of the Freedmen's Aid Fund.
A resolution of the General Book Committee was read, and Bishop Foster addressed the Conference on the subject of the circulation of our books.
The consideration of the resolution was made the order of the day to-morrow at 10 o'clock.
A communication was received from
the W. C. Temperance Union of Falls City. Referred to the Committee
on Temperance,

with instruction to provide for a temperance meeting on Monday evening.
The 10th Question was taken up.
J. B. Maxfleld reported the North Nebraska District, and his character was passed.
J. B. Leedom and C. W. Wells were passed.
A charge of Ministerial delinquency was presented by J. B. Maxfield, P. E., against J. W. Plummer.
The Conference heard the case as a court.
J. B. Maxfield testified that Bro. Plummer had not gone to his appointment; that he had not answered a letter sent to him, and that he had made no explanation and no request.
The Conference ordered that J. W. Plummer be located for cause.
The 7th Question was taken up.
John Gallagher and J. R. Reed were elected to Elders' Orders.
The following resolution was unanimously adopted by a rising vote.
Resolved, That the thanks of this Conference are hereby specially tendered to Bishop Foster for his courtesy in the postponement of the session thereof from the 6th of September to the 4th of October.
The following was also adopted:
Resolved, That the Presiding Bishop be hereby requested to lay the matter of the time of our session before the Board of Bishops at its coming session, and specially request that our Conference be held, if possible, early in October.
On motion of G. S. Alexander, the following was adopted:
Resolved, That no man be received into full connection whose examination before the Committee falls below 70 in a scale of 100.
The 4th Question--"Who are admitted into full connection?" was taken up, and Samuel A. Bear, W. H. Tibbets, E. J. Hancock, Dayton Andrus, Charles Reilly, and John Armstrong were addressed by the Bishop, and examined before the Conference.
Dayton Andrus, Charles Reilly and John Armstrong were admitted and elected to Deacons' Orders.
Samuel A. Bear, W. H. Tibbets, and E. J. Hancock were continued.
Conference adjourned; the Doxology was sung, and the benediction was pronounced by D. Marquett.

Falls City, October 7th, 1876.
Conference met at 8 A. M., and devoted half an hour to prayer meeting, conducted by L. F. Britt.
At 8:30 Bishop Foster took the chair, and the journal was read and approved.
G. S. Alexander presented the
following
At the Conference in Lincoln last year, steps were taken looking toward the early location and opening of a Conference College, and after a very full and free discussion, in the joint convention of Laymen and Preachers, the following resolution was adopted:
"Resolved, That in view of the probable surrender of the management of our State University to the control of "freethinkers," we hereby instruct the trustees of this Conference to establish a school or seminary and college grade at some point within the bounds of this Conference, in time for the winter term or by January, 1876, if such school shall be in any measure practicable and possible."
For the purpose of effecting this measure with greater certainty, the Conference requested the appointment of G. S. Alexander as Financial Agent of said college, and the appointment was accordingly made. With a view to carrying out the instructions of the Conference, the Trustees met in Omaha on the 23d of the following December, at which meeting they were favored with the presence and counsels of Bishop Haven.
At this meeting a proposition in writing from Plattsmouth was submitted, and verbal propositions from Omaha, and other places, were considered, but no final decision was reached.
Since that time no meeting of the Board has been held until the last evening, at which it was voted to remand the matter of the location of a college to the Conference for further instruction, it having been found by the Trustees to he utterly impracticable to fix upon a location during the year just ended.
The Trustees beg leave to nominate the following named brethren for election to the Board of Trustees in place of the retiring class, numbered second in the Conference Minutes: G. S. Alexander, J. G. Miller, T. B. Lemon, H. T. Davis, and G. H. Black, of Plattsmouth.
The report was adopted.
The Committee on Education submitted
the following
The subject of Education engages the attention of the church more than at any other period in her history. Our great founder was a man of knowledge and rare culture. His great effort was to save men, and next, but not least, to discipline and train them; and, so far as possible, he added the polish and finish of the schools to the redeeming work of the church. As an economical arrangement education is a good investment--as a policy it is wise and safe. We vastly increase the capabilities of the young for influence by developing their faculties, especially when Christian ideas lie at the bottom of that development. A cultivated mind without moral principle, without the Christian faith, can only constitute a manhood false to nature, and dwarfed in all the sublime possibilities of its being. We recognize Christianity as the corollary of all learning.
If we would have failure written on the lives of our youth, let them be trained where the Christian religion is rejected or despised, or where liberalism prevails.

We are gratified to know--and it is an occasion of gratitude--that the masses of students in seminary, in college or in institute are being trained and moulded under the influence of the Christian religion, and men of no particular creed prefer that their children shall graduate under the teachings of a positive religious faith. The student reads in the formation of the coal and the upheaval of the rocks! "God created the heavens and the earth." The young astronomer gazes into the heavens, and as Orion and Pleiades sweep before him, he breaks forth with the inspiration of the sacred penman, "The heavens declare the glory of God;" and into whatever realm of investigation true science may lead, she is sure to lead up toward Him who is the benevolent Author of all,
It would give us pleasure to report the existence of a flourishing Conference University, but little progress has been made in this direction during the past year, owing largely to the financial depression of the times in our State. We are still deeply impressed With the importance of at least a Conference Seminary, for we have seen, with sincere regret, what seems to be an infidel tendency in our State University.
From our North-Western University we are glad to hear reports of continued prosperity. She has won and maintains a large place in the public confidence. We rejoice, also, in the prosperity of Garrett Biblical Institute, and recommend the appointment of A. G. White, as Conference Visitor, to that Institution at its next commencement.
The total collection for the Educational Fund is $21.51. We believe that our people feel less interest in this benevolence than they would feel were the young men of our own State to be benefited by it.
Your Committee would respectfully submit the following resolutions
1. That we urgently request the Board of Trustees to take immediate steps to establish a Seminary at the most eligible point attainable.
2. That we request I. N. Pardee and W. B. Slaughter to ascertain what the people of Omaha will do in case the institution is located at or near that city; J. G. Miller, and W. B. Slaughter to do the same work at Lincoln.
3. That we will not accept any donation of money, nor any transfer of property, except by actual purchase at public sale, from any State, county, city or district.
The report was adopted.
The 21st Question--"Have any Local Preachers been ordained?" was taken up, and A. J. Combs, B. S. Taylor, Peter Van Fleet, W. H. Blaine, and Elza Martin were elected to Deacons' Orders.
G. H. Wehn was elected Receiver of Collections at the next Conference.
It was ordered that moneys in the hands of the committee on the Bible Cause be forwarded to the agent of the American Bible Society for the State of Nebraska. It was also
Resolved, That it is the sense of this Conference that as a means of increasing the receipts for the Bible Cause, and not from any lack of fraternal feeling towards other denominations, the collections for the Bible Cause should be taken by ourselves in our Congregations.
A Committee on Rules for the Conference was ordered, and W. B. Slaughter, G. S. Alexander and J. H. Presson were appointed such committee.
Charles Reilly having passed a satisfactory examination on the fourth year's course of study, was excused from further examination.

The Committee on Temperance reported. The report was recommitted.
W. B. Slaughter, J. G. Miller and T. B. Lemon were appointed a committee to draft resolutions of respect to the memory of Bishop James.
Conference adjourned, the Doxology

FIFTH DAY--MORNING SESSION.
Falls City, October 9th, 1876.
Conference prayer meeting from 8 to 8:30 A.M.; conducted by C. L. Smith.
At 8:30 Bishop Foster took the chair.
The relation of W. B. M. Colt was continued.
W. P. Grantham and George Scott were passed.
The 1st Question--"Have any entered this Conference by transfer?" was taken up, and the following transfers were announced:
D. H. May, from the Kansas Conference. P. C. Johnson from the New Jersey Conference.
The 13th Question--"Have any been transferred from this Conference?" was taken up, and Thomas Audas was reported transferred to the Southern Kansas Conference.
T. H. Tibbles and John Armstrong were granted a location at their own request. The place of holding the next session of the Conference was fixed at the Eighteenth Street M. B. Church, in Omaha.
The following reports were presented
by the several committees, and adopted.
WHEREAS, The greatest evil of the age, and that which gives the most formidable opposition to the progress of the Church, is the sale and use of intoxicating drinks; therefore,
1st. Resolved. That we are opposed to the license system and demand a prohibitory law.
2d. That we will oppose the nomination of any person for office who habitually uses this abominable stuff as a beverage.
3d. That we will preach on the subject, and heartily co-operate with sister churches, and all temperance organizations which tend to the spread of sound temperance principles and securing prohibitory laws.

4th. That we will as pastors vigorously enforce the discipline of the church in regard to temperance.
5th. That we condemn the use of intoxicating drinks in any way for political purposes.
6th. That we will introduce the subject of temperance into our Sabbath Schools and pledge the children to total abstinence wherever practicable.
7th. That we indorse (sic) the action of the last General Conference, and will read the report adopted and printed on page 375 of the Discipline, in connection with the general rules in our congregations.
8th. That the action of the State Board of Agriculture in permitting the sale of intoxicating liquors, the establishment of gambling tables, and vices of even a more immoral character upon the public fair grounds of this State, demands and receives our utter condemnation; and we urge our people to withdraw their patronage and attendance from all such exhibitions within our borders.
9th. That we also strongly condemn the action of the Centennial Commission in licensing the sale of intoxicating liquors within the grounds of the Exposition.
10th. That we request the Bishop to appoint J. G. Miller State Temperance Lecturer.

ON SUNDAY SCHOOLS.
We, your Committee, to whom was referred the subject of Sunday Schools, beg leave to submit the following report:
Resolved, That it is the sense of this Conference that the cause of Sunday Schools should be prosecuted with increased effort and zeal.
Resolved, That we will stilt continue to commend the use of the Berean System of Sunday School instruction to our people.
Resolved, That we will give our hearty cooperation in carrying out all the pro. visions of our Discipline in organizing and conducting Sunday Schools in our Societies, and as far as possible in all our congregations.

CHURCH EXTENSION.
We regard church building as a necessity. The school house or private dwelling may serve for a time a temporary purpose, but if we would weigh anything in a community we must be attached to the soil.
We must have some spot we can call home, and where we can worship under our own vine.
But we have many places where no home can be provided unless our brethren are aided from abroad, and we recognize the Church Extension Society, as created for this especial work, and we endorse it in all its workings, and see its importance in spreading the gospel; therefore,
Resolved, 1st. That we will seek to impress the people with the necessity of sustaining this Society.
Resolved, 2d. That we will take the collections as ordered by the Conference, and we will not allow local embarrassments to deter us from our plain duty in this regard.

WHEREAS, We find that our Tract Society has fallen in debt, and there being a lack of interest, causing a great falling off in the collection; and, whereas, it is manifestly a power in the hands of God, therefore be it
Resolved, That we are in hearty sympathy with the Tract Society, and desiring its prosperity, we will to this end use due diligence on our part, by a full compliance with paragraphs 306, 307, 308, of Discipline.

The Secretary was instructed to correspond with the Indiana Conference in reference to the case of Mrs. Alexander.
W. B. Slaughter, D. Marquett, and J. H. Presson were appointed a committee to report a plan of taking our benevolent collections.
The Conference devoted an hour to the consideration of the publishing interests of the church.
The Committee on Periodicals
presented their report, which was adopted, as follows:
Resolved, 1. That we will try to get our Sabbath Schools to take at least one copy of the SUNDAY SCHOOL ADVOCATE for every family represented in them.
2. That we respectfully request our Presiding Elders to see that our preachers do their duty in circulating our church literature.
3. That we urge our preachers to take the QUARTERLY REVIEW, and to commend it to others.
4. WHEREAS, The price of the METHODIST has been reduced to two dollars, we respectfully request our book agents to consider the propriety of reducing some of our western papers to the same price, even if it be found necessary to reduce the size thereof.
The action of the General Conference touching the change of the second restrictive rule was submitted to the Conference, and it was concurred in by a vote of 51 for, to 1 against.
W. E. Morgan was granted a supernumerary relation.
The Committee on Missions reported. The report was adopted.
The statistical report was presented and adopted.
It was resolved that when we adjourn it be to meet at 3 o'clock P. M.
The doxology was sung, and the benediction was pronounced by Bishop Foster.

Conference met at 3 o'clock, Bishop Foster in the chair.
Religious services were conducted by A. L. Folden.
The minutes were read and approved.
The Committee on Church Extension made a financial report, which was adopted.
The Secretary was instructed to solict (sic) advertizements (sic) for publication in the minutes.
It was also ordered that the Secretary be paid all expenses incurred by him out of the money raised for publishing the minutes.
The Committee on Programme of
Collections reported, and the report was adopted.
The card system may be used wherever it is practicable and will best secure the object; where this is not the ease, the collections shall be taken in the following order: Episcopal Fund, in the month of November; Church Extension, January; Freedmen's Aid and Education, March; Sunday School Union and Tracts, May; Superannuated, July; Missions, August.
J. W. Dobbs and Josiah Fowler were re-admitted.
Charles L. Brockway, Thomas H. Worley, and F. B. Donisthorpe were admitted on trial.
Resolutions of thanks to Bishop Foster, D. F. Rodabaugh, Rev. Mr. Lewis, Pastor of the Presbyterian Church, the citizens of Falls City, and the different railroads which have conferred favors on members of the Conference, were adopted.
The Treasurer of the Church Extension Committee was instructed to pay the money to J. H. Cameron, clerk of the book concern at St. Louis.
The Standing Committees on Examination, the Board of Church Extension, and Triers of Appeals were announced by the Bishop, and confirmed by the Conference.
On motion, the Bishop was requested to appoint G. S. Alexander Chaplain to the State Penitentiary, and W. P. Grantham Superintendent of Public Instruction in Saline County.
On motion, it was ordered that a committee of seven, six of

whom shall be the Presiding Elders and the seventh shall be appointed by the Bishop; to take into consideration the subject of the division of the Conference, arid of the lines of division, and report at the next session.
W. B. Slaughter was appointed as the seventh member of such committee.
John Gallagher presented the
following
WHEREAS, The Statistical Reports of Pastors are in many cases incomplete and unsatisfactory, rendering it impossible to make a reliable report for the Confererce (sic); and
WHEREAS, Many reports have been delayed until too late to insert them; and
WHEREAS, It has been
Resolved, That the Secretary be instructed to procure blanks for said reports, and furnish the same to the Presiding Elders prior to the fourth quarterly Conference, and that the Presiding Elders be instructed to distribute said blanks at the fourth quarterly Conference to the preachers in charge; therefore, for the purpose of securing accuracy and completeness of the report, and of lessening the labor of the Secretary, be it further
Resolved, That the preachers in charge be required to fill out said reports accurately and completely before coming to Conference, and file the same with the Statistical Secretary on the first day of the Annual Conference; but if any preacher shall, from any cause, be unable to attend at the opening of Conference, he shall forward said report to his Presiding Elder at Conference, in time for filing on said first day.
Resolved, That the Statistical Secretary shall be excused from entering delinquent reports that are submitted after second day upon the general statistical report.
JOHN GALLAGHER.
The following resolutions were
reported and adopted on
WHEREAS, It has pleased Almighty God, in His wise providence, to call to Himself our greatly beloved Senior Bishop, EDMUND S. JANES; and
WHEREAS, To his wise counsels and faithful labors, Methodism in all this border region is indebted for much of its success; therefore,
Resolved, That we bow with humble submission to the will of Heaven expressed in this afflictive providence, believing that to him to depart and be with Christ was gain.
Resolved, That we shall cherish, with liveliest gratitude to God, the memory of Bishop Janes, whose deep and entire devotion to God and to his calling was the spring from which flowed a grand life, illustrating the power of Christian faith, the excellence of Christian virtue, and the value of a consecrated life to the church and cause of Christ.
The Secretary was instructed to forward a copy of the resolutions of Mrs. Lizzie Janes, New York, and through her to other members of the household.
T. B. Lemon was selected to speak in
behalf of the Conference; after which an affecting arid merited
eulogy was pronounced by Bishop Foster.

The following resolution of respect to the memory of Edwin Howell Myers, D.D., was also reported, and adopted by the Conference, and ordered published in the Nashville CHRISTIAN ADVOCATE, and a copy forwarded to Mrs. E. H. Myers, at Savannah, Georgia:
Resolved, That we have heard with sincere sorrow the tidings of the death of Dr. E. H. Myers, of the M. E. Church South, a man justly distinguished for his personal qualities, eminent in the counsels of his church, and specially endeared to the whole M. E. Church by his official relation to, and his personal efforts in behalf of real fraternity between the two great branches of Methodism in the United States.
The Conference voted to adjourn when
the appointments are read, joined in singing, "There is a fountain
filled with blood." The Bishop addressed the Conference, read the
appointments, and pronounced the benediction.
