     Resolved, That we are agreed with our President that all peoples should have the right of self-determination and we stand for the rights and liberties of small nations and are committed to the principle that every person who submits to authority shall have a right to a voice in his government and we, therefore, endorse the action of the people of Ireland, who for the past 700 years have been seeking the right to govern themselves and have now established a republic for which they are seeking recognition.

     On motion, the report of the Resolutions Committee was adopted as read.

Report of the Committee on Kearney State Normal Equipment Fund

     Following the adoption of the report of the Committee on Resolutions the State Deputy recognized State Secretary Francis P. Matthews, who announced that a written report of the Committee on Aid for the Catholic Students at Kearney State Normal had been handed him to be read. Owing to the absence of the Chairman of the committee, Brother B. H. Patterson of Kearney, the report of the committee was then presented to the State Council, as follows:

Kearney, Nebr., May 20, 1919.

To the State Deputy and Delegates of the State Council, Knights of Columbus, in Session at Omaha, Nebr.:
     Brother Knights: I appeared before you at the meeting of your council held in Grand Island a year ago. The matter presented at that time for your consideration was the equipment of a room given by the State Board of Education for the exclusive use of Catholic students in attendance at the State Normal School, Kearney, Nebr.
     You, Worthy State Deputy, Brother W. C. Fraser and Brother Miles of Sidney, who had made personal visits to our institution, inspected the quarters, endorsed the movement, recommended that the State Council finance the equipment of the room. The plan for taking care of the financial side of the matter was suggested by former District Deputy A. H. Berbig of Kearney.
     At the meeting of the State Council, last year, a per capita levy of 10 cents was made on the state membership for a period of two years. The printed proceedings of our meeting that appeared in the True Voice did not state that the levy was to be made for a period of two years. I have no doubt that the motion appears in proper form on the official copy of the minutes. However, I wish to respectfully call your attention to this.
     The equipment, in general, has all been purchased and installed. The report which follows covers receipts and expenditures from April 1, 1917, to November 1, 1918. Since that date less than $5 has been expended, and an account of this will appear in the report for next year.

     I am pleased to submit to you the following from acting President George E. Martin, of the Kearney State Normal:

     "The Catholic Club of the Nebraska State Normal School at Kearney is one of the active, progressive organizations of the institution.. When I came to the school, in 1915, I found that its influence for good was marked, and that influence is continued.
     "The quarters of this club in the Normal School building are a matter of pride to all students, Catholic and Protestant alike, of the institution. It gives a tone and character to the efforts of the religious organizations that cannot but be conducive to better thinking along these lines so vital to education. The equipment has been wisely selected because it has a utilitarian value that lends comfort and also an artistic value that is a recommendation.

CERTIFICATE OF AUDIT

      The foregoing report shows in detail the financial transactions of the Catholic Students' Association at the Kearney State Normal School, under the direct supervision of Prof. B. H. Patterson, and covers the period from April 1st, 1917, the date of its organization, to November 1st, 1918.
      The State Council of Knights of Columbus having undertaken the responsibility of supplying the necessary funds for properly furnishing and equipping the reception room and library of this association, we, the undersigned, representing the State Council, Knights of Columbus of Nebraska, hereby certify that we have carefully checked all items of receipts and verified same with bank deposits and with local and State Council vouchers; audited and verified all disbursements with bank checks, original invoices and vouchers; the cash on hand has been verified by bank statement; the entire equipment of furniture, musical instruments, pictures, library, etc., have been inventoried in detail and now in actual use by this association; and all records and accounts are true and correct as set forth in the foregoing report.
      We highly commend Prof. Patterson for his untiring energy and unceasing interest in the affairs of this ossociation (sic), and it is due to his devotion that this association enjoys a high plane of social and recreative standards together with a good and wholesome moral influence for its student members and visitors.
      We also commend Prof. Patterson for his excellent judgment. in the selection and use of the library and furnishings, all being entirely appropriate to the objects of the association, and we recommend that he be continued in his trust as custodian of all funds appropriated for the benefit of this association.

     I regret my inability to be present and make this report to you myself. As you all know this is the closing week of the school year and my department demands my closest attention.
     With the second and final installment of the levy paid in I shall endeavor especially to be with you next year.

     Moved and seconded that the report of the committee as set out above be adopted and that same be spread on the minutes of the convention. Motion carried.

Report of State Advocate

     The report of the State Advocate being the next item to be considered in the regular order of business, State Advocate John H. Barry of Wahoo rendered verbal report stating that no litigation had arisen during the year just passed which required the attention of his office and that he had not been called upon to render any opinion on any matters pertaining to the welfare of the organization in this state. His office had made no expenditures and imposed no expense upon the state council. Moved and seconded that the report of the State Advocate as rendered be adopted. Motion carried.

Selection of Meeting Place for Next Annual Convention

     Next in order of business was the selection of a meeting place of the next annual convention. Invitations were extended to the convention inviting the next State Council to meet at Kearney, Norfolk and Lincoln. Ballots were prepared and on the first ballot Kearney received eleven votes, Norfolk twenty-seven votes and Lincoln twenty-one votes. There being no majority in favor of any city, a second ballot was ordered by the State Deputy, whereupon Kearney withdrew in favor of Norfolk, and on the second ballot Lincoln received twenty-five votes and Norfolk received thirty-three votes. The State Deputy thereupon declared that the convention had selected Norfolk as the place of meeting of the state convention in 1920.

Past State Deputy Arthur F. Mullen Presides

     At this point in the proceedings in the convention, State Deputy George F. Corcoran retired from the State Deputy's chair and invited past State Deputy Arthur F. Mullen to preside over the convention during his absence.

Lecture Course Under the Auspices of Nebraska Knights of Columbus

     Past State Deputy Arthur F. Mullen recognized Brother B. A. Tomek of David City, who suggested to the State Council that arrangements be made to hold a series of lyceum entertainments during the

winter months of 1919 and 1920, under the auspices of the various councils of Nebraska. At the conclusion of Mr. Tomek's remarks Mr. J. H. Barry of Wahoo moved "that the State Deputy appoint a committee, with Mr. Tomek as chairman, to arrange for such a series of entertainments as he suggested." Motion was duly seconded and discussed by Mr. J. W. Guthrie, Dr. E. G. Zimmerer, Frank M. Colfer, Roscoe Anderson, E. W. Simeral, L. P. Wirth, L. G. Brian, and Mr. Arthur Mullen. At the conclusion of the discussion, the motion as stated above was unanmously (sic) adopted. Thereupon the State Deputy, George F. Corcoran, resumed the chair of the State Deputy and announced the appointment of a committee, as follows: Brother P. A. Tomek, Chairman; J. H. Barry, and W. C. Fraser.

Report of the Committee on Mileage and Per Diem

     State Deputy Corcoran then recognized L. P. Wirth of Falls City, who announced that the Committee on Mileage and Per Diem was ready to report. The report of the committee was presented a follows:

To the Worthy State Deputy:
     We, your Committee an Mileage and Per Diem, respectfully report as follows:
     We recommend that a per capita tax of 75 cents per member be assessed for the years 1919 and 1920, that same be expended as follows:

     Moved that the report of the committee as rendered be adopted. That the per capita tax as recommended be levied, that same be collected by the State Secretary according to the membership of each council as of March 1st, 1920. Motion carried.

Election of Officers

     Election of officers being the next in the regular order of business, the Worthy State Deputy announced that nominations for the office of State Deputy would be received, whereupon Mr. Frank M. Colfer of McCook placed in nomination the name of Mr. Edward Whelan of O'Neill. Mr. W. C. Fraser of Omaha placed in nomination the name of L. G. Brian of Lincoln. J. C. Morrow of Alliance placed in nomination the name of J. W. Guthrie of Alliance. On the first ballot Mr. Guthrie received nine votes, Mr. Brian twenty-four, and Mr. Whelan thirty-one. No candidate having received a majority of votes cast the Worthy State Deputy ordered a second ballot on the two candidates receiving the highest number of votes. On the second ballot, Brother Brian received twenty-four votes and Brother Whelan forty-one, whereupon Mr. Brian moved that the election of Mr. Whelan as State Deputy be made unanimous.

     Motion carried and the Worthy State Deputy declared that Mr.
