All moneys collected by me up to the beginning of the convention have been turned over to the State Treasurer, and the balance will be given him as soon as my accounts can be made up.

Report of Committee on Scholarship in Boy Guidance Course At Notre Dame University
May 30, 1925.
To the Members of the Nebraska State Council in Meeting Assembled at Hastings, Nebraska:
Gentlemen:
We, the undersigned committee appointed by the State Deputy to investigate the advisability of the Nebraska State Council financing the expense of sending a representative to Notre Dame University to enroll in the course of Boy Guidance offered by that institution, do respectfully report that we have taken this matter under consideration and have ascertained that the cost of such an undertaking would amount to one thousand dollars per year. So far but two state jurisdictions have undertaken to provide scholarships in this course at their own expense. The Columbian Squire program of the Order has not yet been fully developed in all its details and a final report by the Committee on Boy Guidance will not he made to the Supreme Council until its meeting in Duluth in August of this year.
Until the Columbian Squire program is definitely outlined and sufficient data is available to determine how the Junior Order of the Knights of Columbus will operate it is quite impossible to tell if there will be a field for this work in this State. Indications are that the program contemplated by the Supreme Officers of the Order will be productive of much good and that in time it can be adopted in Nebraska and much effective work done. However, in the opinion of the Committee it is too soon for Nebraska to undertake the expense of financing a student in the Boy Guidance course at Notre Dame. It would seem to the Committee that if the work were to he undertaken at all by the State Council there should be more than one representative of this jurisdiction started on the course and that it would be productive of more general and effective results if instead of paying the entire cost of one student's education in this course a certain amount be appropriated and divided among at least three students one to be assigned for work in each diocese of the State after his education is completed.
We recommend however that definite action of any kind on this matter be deferred for at least one year, at which time accurate information will be available and more intelligent action can be taken by the State Council.
We therefore, move that the matter of financing the education of students in the Boy Guidance Course at Notre Dame he deferred for one year to be taken up again at the State Council meeting in 1926.

District Deputy John O'Malley of Greeley offered a few suggestions on the good of the Order.
The Committee on Audit made the following report, which was on motion adopted:

We, the committee appointed to audit the State Treasurer's report, find the Report of J. Howard Heine, State Treasurer, as read on June 1, 1925, to be correct.

At this time the State Deputy presented Bro. T. P. Downs, P. S. D. of Kansas and Special Supreme Agent of the Order in this district, who addressed the convention.
A brief discussion of the suggestions embodied in the address of Brother Downs was participated in by Bros. Conner of Alliance, Kjaar of Lexington, Graham of Fremont, Barry of Wahoo, and Erwin of Norfolk.
The Committee on Resolutions through Bro. Keefe, its chairman, presented their report, which was adopted as follows:
Report of Committee on Resolutions, Nebraska State Council of
Knights of Columbus, Held at Hastings, Nebraska,
on June 1 and 2, 1925
We, the undersigned Committee on Resolutions of the Twenty-first Annual State Council Meeting of the Nebraska State Council, Knights of Columbus, do respectfully report and recommend as follows:
1. Be It Resolved, that this State Council extend its thanks to the members and officers of Hastings Council, No. 1123, and their ladies for the splendid entertainment and many thoughtful courtesies extended to the delegates and others attending this State Council meeting, while their guests during this State Convention, and to Rev. Francis O'Brien, Rev. Joseph Keany, Rev. Anton Link, Rev. James Gilroy, Rev. F. Hahn and other clergymen assisting, we wish to express our grateful appreciation for the impressive church services and ceremonies arranged for our edification and inspiration, and which constituted such an appropriate introduction for this Convention.
2. Be It Resolved, that the State Council extend to the authorities of the City of Hastings and to the Chamber of Commerce and to all other civic organizations of said city our sincere thanks and appreciation for the courtesies extended to us while convening here. We further extend our thanks and appreciation to all who have so kindly and generously given of their time and effort to make our stay pleasant and who have provided amusement and entertainment for the visiting delegates.
3. Be It Resolved, that we sincerely regret to note the absence of our worthy State Chaplain from this convention, which has been brought about by years of sickness; that we keenly miss him from our deliberations and sympathize with him in his suffering: that our worthy State Secretary be instructed to send greetings and felicitations of this convention to our worthy State Chaplain and express to him our regret of his inability to be with us.

4. Whereas, it is apparent that appropriate steps should be taken to stimulate the acquisition of new members in this State and that this result can be accomplished to some extent by arousing the interest of our present members in our organization and creating enthusiasm among them and by providing means of more frequent and closer contact with one another.
Therefore Be It Resolved that the State Deputy for the ensuing year, and until otherwise directed by the State Council in convention assembled, be and he is hereby authorized and empowered to assemble the District Deputies at some convenient place for mutual consultation and advice at least once and in case of emergencies more than once, during the year.
Be It Further Resolved, that the expense of the District Deputies in attending such meetings, if not paid by the Supreme Council, be paid by the State Council.
5. Be It Resolved, that to further promote personal contact among the officers and members in the Order the State Deputy be and he Is hereby authorized, empowered and instructed to arrange district meetings in each of the districts in the State of Nebraska during the coming year on dates designated by him at which meetings every member of the Order shall be welcome and at which appropriate programs instructive and entertaining shall be rendered.
And Be It Further Resolved that the G. K., F. S. and Lecturer of each council in the District attend these meetings and that the local councils defray the necessary expense of the attendance of these officers at such meetings.
6. Be It Resolved, that the True Voice be designated as the official paper of the Nebraska State Council of Knights of Columbus, and that the State Secretary arrange from time to time for the publication of such Items of interest pertaining to Knights of Columbus affairs as shall come to his attention, and that every effort be put forth by the officers of the State Council and subordinate council to place the True Voice in the home of every member of the Order in Nebraska.
7. Whereas, it appears that the records of the minutes of the meetings of the Nebraska State Council of Knights of Columbus since 1905, authorized by the State Council meeting of 1924 to be published under the direction of the State Deputy, have not yet been published; and whereas, it appears that the publication of said minutes has been arranged for and the first proof thereof has been submitted to the State Deputy by the printer, and that every facility should be available for the successful completion of this important undertaking; and whereas, it appears advisable that this work should be completed by those officials who have thus far had It in charge.
Now, Therefore, Be It Resolved, that the present State Deputy be and he is hereby authorized, empowered and instructed to complete the publication of the minutes of the first twenty-one annual State Council meetings of the Nebraska State Council of Knights of Columbus, as authorized by the State Council meeting of 1924, that the expense of said publication be paid by the State Council so far as may be necessary, and that a complete and detailed report of the publication of said minutes and distribution thereof be rendered to the State Council meeting of 1926.
8. Whereas, it appears that on June 21, 1925, as a result of

beatification ceremonies held in Rome, Father Issac Jogues, Father John DeBrebeuf, Father Gabriel Lalemant, Father Anthony Daniel, Father Charles Garnier, Father Noel Chabanel, Father Rene Goupil and Father John De La Lande were declared blessed; and whereas, these eminent Jesuits are universally recognized as distinguished pioneer missionaries who rendered immeasurable services to the Church and people of North America by their labors and martyrdom among the savages who inhabited this continent in the siteenth (sic) century; and whereas, it appears that the State Council of Knights of Columbus of Nebraska, and the membership at large in the state, should pay tribute to the memory of these eminent fellow churchmen.
Now, Therefore, Be It Resolved, that the Grand Knights of the respective councils of the State of Nebraska are urged to arrange at some suitable time during the present year for an appropriate program to be held in each council chamber at which the lives and deeds and merits of these blessed men will be fittingly portrayed and eulogized for the edification and profit of the members and others present, and to honor the memories of these martyr missionaries.
9. Whereas, recognition has been given to our State Deputy, Francis P. Matthews, by his election to membership on the Supreme Board of the Knights of Columbus to fill an unexpired term which will expire on September 1, 1925; and
Whereas, as a member of the Supreme Board our State Deputy has co-operated with the membership thereof to the end that the various undertakings inaugurated by them might be successfully accomplished and fully realized; and
Whereas, we have confidence in our State Deputy and approve the stand taken by him in the development of the Roman work, the problem of boy guidance, the administration of the War funds of the Order, as well as the other activities which have been undertaken by the Supreme Board of Directors; and
Whereas, we feel that on account of his stand on the various questions that have arisen for solution and on the activities now being formulated and developed by the Supreme Board, on account of his record as a member of said board for the past year, and his desire to realize the successful conclusion of the activities now in the process of development, our present State Deputy Francis P. Matthews, is deserving of re-election to membership on the Supreme Board.
Now, Therefore, Be It Resolved, that we, the Nebraska State Council of Knights of Columbus in convention assembled, do hereby approve and endorse the stand taken by our State Deputy, Francis P. Matthews, as member of the Supreme Board in supporting the activities undertaken by said board, and in co-operating with the membership thereof, and strongly commend and endorse his re-election to membership on same; and
Be It Further Resolved, that we pledge to Francis P. Matthews the support of our delegates to the National Convention to be held at Duluth in August, 1925, and hereby instruct said delegates to vote for his re-election to said board, and fully and in all things to co-operate with him to that end.

Bro. Frank M. Colfer of McCook addressed the convention on the subject of the Laymen's Retreat.
On motion of State Advocate Gross it was voted to appoint a committee of three to draft suitable resolutions relative to the retreat movement and making recommendations for its continuance.
The Committee reported as follows:
Be It Resolved, that the State Deputy-elect be instructed and empowered to appoint a committee of five to arrange for the continuation of the annual retreat for laymen under the auspices of the State Council of Nebraska and that this Committee, in conjunction with the State Deputy, shall be empowered to decide whether or not to hold another retreat, during the year 1925 and to determine the time and place for such a retreat.
Be It Further Resolved, that the sum of $100 be appropriated toward defraying the expense of the retreat just closed and a like sum be appropriated for any retreat which may be held prior to the next meeting of the State Council.

The Committee on Mileage and Per Capita made the following report, which was on motion adopted:
To the Worthy State Deputy and Members of the Nebraska State Council:
We, your Committee on Mileage and Per Diem, have checked all expense bills presented and have allowed same. No bills were presented by delegates from Council No. 1794 of Humphrey and Council No. 1906 of Lawrence.
We recommend for the following year a per capita of 50c--25c for the Western Mission Fund and 25c to the General Fund.

Bro. J. T. Keefe presented a resolution from the Financial Secretaries Association now in session, which on motion of Bro. M. B. Griffin of Omaha was accepted and placed on file, as follows:
To the Nebraska State Convention of Knights of Columbus.
Greetings:
The Nebraska State Financial Secretaries' Association in meeting assembled desire to report to you that any suggestions or resolutions which we may have had to consider during the course of our meeting have been submitted to the State Council Resolutions Committee for their further consideration and report to you.
We wish to acknowledge our debt of gratitude to the officers and members of Hastings Council in making our meeting here a very successful one and for all the kindness and consideration which they have shown to us.
We wish to thank the officers and members of the State Council and particularly the present Grand Knights for the wonderful spirit of co-operation and support which they have given to us during the course of the past year and we earnestly hope that that spirit of

co-operation will continue to exist in a most marked degree during the coming year, to the end that the Order in Nebraska will prosper and flourish.
In view of the custom established several years ago and continued up to the present time through the gracious consideration of the State Council, that of permitting the Nebraska State Financial Secretaries' Association to nominate one of its members as an Insurance delegate to the Supreme Council meeting, we earnestly request a continuance of the kindness of the State Council in this regard and that you accept with the approval of the Nebraska State Financial Secretaries' Association the nomination of Financial Secretary Brother George J. Baumann of Grand Island as an Insurance Delegate to the Supreme Council meeting to be held at Duluth, Minnesota, in the early part of August, 1925.
Thanking you for your many courtesies in the past and soliciting a continuance of your hearty support, we are,

On motion of Bro. J. T. Keefe of North Platte the Convention adjourned until 2 o'clock at 12:15 p. m.
The Third Session of the Convention was called to order at 2:30 p. m. in the Municipal Auditorium, State Deputy Francis P. Matthews presiding. The State Warden, Dr. J. C. Tighe, took up the password and prayer was offered by Acting Chaplain Father Link.
District Deputy John E. Fitzpatrick of Omaha as Chairman presented the report of the Committee on New By-Laws, which on motion was amended and adopted as follows:
Report of Committee on By-laws
We, the undersigned Committee on By-Laws, appointed to draft and submit new by-laws for the consideration and action of this Convention, do respectfully report as follows:
We have drafted by-laws which reflect rules and regulations successfully adopted and put into effect by other jurisdictions. These by-laws have been submitted by other states to the Supreme Advocate and Supreme Board of Directors and have been approved.
The By-Laws will be first read to the convention and if any member has any particular by-law which he wishes considered specially he should make note of it as it is being read, so that it can be referred to later.
The By-Laws proposed read as follows:
BY-LAWS
Section 1. MEMBERSHIP. The State Council shall consist of the following persons: The Grand Knight and Past Grand Knight, actually residing in the state or jurisdiction, from each subordinate council in good standing, and State Officers, ex-officio, and the last living Past State Deputy. Provided, however, that when the last living Past State Deputy is actually residing in another state or

jurisdiction, he shall thereby forever forfeit such right and his nearest predecessor actually residing in the state or jurisdiction shall be entitled to membership in the State Council. Councils having no Past Grand Knight may elect any member in good standing in lieu thereof as a representative of said Council to State Council. Past State Deputies other than the last living Past State Deputy, and District Deputies shall be permitted the privilege of the floor and to debate in such Council, without vote.
All subordinate councils In the state should elect representatives and their alternates to the State Council at the last meeting in March of each year.
Section 2. ANNUAL MEETING. The State Council shall be convened annually between the first day of April to and including the first day of June in each year by the State Deputy on the date and in the city fixed by the previous State Council.
Upon the failure of the State Council to so act, the State Officers shall fix the date and place of meeting.
Section 3. CREDENTIALS, STATE SECRETARY TO FURNISH BLANKS. The State Secretary shall prepare and furnish blanks to the Grand Knight of each Council at least six weeks before the meeting of the State Council. The Grand Knight and the Recorder of each Council shall prepare and certify two copies of credentials on the blanks furnished, at least two weeks before the State Council meets, and shall return one copy to the State Secretary and one to the State Deputy.
Section 4. CONTESTS ON CREDENTIALS. In case of a contest on the credentials of any representative or alternate, each contestant may appear in person or by counsel and present his case before the Committee on Credentials, and each shall be allowed not to exceed five minutes on such presentation except with the unanimous consent of the Committee on Credentials.
Section 5. COUNCILS FAILING TO PAY ASSESSMENTS NOT ENTITLED TO REPRESENTATION. Councils in arrears in the State Council or Supreme Council for duly levied assessments shall not have the names of their representatives placed on the roll of the State Council until all such arrearages are paid in full.
Section 6. STATE DEPUTY TO PRESIDE, STATE SECRETARY TO RECORD. The State Deputy shall preside at all sessions of the State Council, performing the usual duties of chairman. He shall appoint all committees unless otherwise determined by the State Council and shall be ex-officio a member of all State Council Committees.
The State Secretary, or his assistant, when appointed by the State Deputy, shall record all proceedings of the State Council.
Section 7. MEETINGS--IN WHAT SECTION--WHO ADMITTED. All sessions of the State Council shall be conducted in the third section. The State Warden shall take up the password of said Section at the opening of the meeting, the State Deputy shall appoint guards for the doors, and except by permission of the State Council none shall be admitted but Supreme Officers and Directors, State Officers, Subordinate Council Representatives and Alternates, Past State Deputies, District Deputies, Committees of the State Council and Official Reporters.

Section 8. ORDER OF BUSINESS. The Order of Business shall he as follows:
1. Call to order and opening ceremonies.
2. Prayer.
3. Appointment of Committee on Credentials, three members.
4. Report of Committee on Credentials.
5. Appointment of Committees:
(a) On Resolutions, five members.
(b) On Audit of State Treasurer's and other State Officers' accounts, three members.
(c) Other State Council committees.
6. Presentation and reference of resolutions, petitions, memorials and amendments.
7. Communications; reference or other disposition.
8. Reports of State Officers:
(a) State Deputy.
(b) State Secretary.
(c) State Treasurer.

Section 9. LIMITATION OF SPEAKING. When a member desires to speak he shall arise and address the chairman, giving his name and that of his Council. When the presiding officer shall announce the name and the Council the member shall he entitled to the floor and shall confine his remarks to the subject under consideration. No member shall speak longer than five minutes without permission of the chair, nor more than once upon any question until all members who desire to speak have been heard.
Section 10. WHEN ROLL CALL ORDERED. The roll shall not be called upon a demand for the yeas and nays unless requested by two members.
Section 11. COMMITTEES. All reports of committees shall be in writing and signed by the members thereof.
The Committee on Resolutions and the Committee on Good of the Order shall be appointed by the State Deputy before the date of the State Council meeting, and shall meet on call of the State Deputy prior to the opening of the State Council.
All members of committees when called in session shall be allowed mileage and per diem on the same basis as allowed representatives to the State Council.
Other special or standing committees may he appointed by the
State Deputy when deemed necessary by him.

Section 12. RESOLUTIONS. REFERENCE. All resolutions presented to the State Council shall be referred without debate to the Committee on Resolutions.
Section 13. REPORTS TO BE PRINTED. The State Deputy, State Secretary, State Treasurer, State Advocate, State Chaiplain (sic), and all standing committees and each District Deputy shall prepare and submit to the State Council complete written reports of all their official acts and of the condition of the councils and the Order under them for the period ending May 1 of each year.
Section 14. ALLOWANCE FOR ATTENDANCE AND SERVICES. Representatives to the State Council, State Officers, Past State Deputies, District Deputies, State Council Committees, and Official Reporters shall be allowed for actual attendance at the State Council, seven dollars and fifty cents per day, and ten cents per mile; one way by the most direct route from their respective cities to the city in which the State Council is held, in lieu of all other expenses.
The State Council shall fix the compensation to be paid any State Officer for his services, for clerk hire, office and other expenses.
Section 15. STATE DEPUTY. The State Deputy shall be the chief executive officer of the Order in the State and he shall be recognized as the representative of the Supreme Knight and Board of Directors.
He shall possess all powers and perform such duties as the laws of the Order prescribe. He shall have control of the expenditures of all State Council funds, and no orders on the state treasury shall he paid unless countersigned by him.
He shall have access to and possession of the books of any Council in the State for examination at any time, or may deputize any other member for this duty.
He shall appoint district deputies who shall be recognized as the representatives of the State Deputy when acting in official capacity.
He may declare any office in any subordinate Council vacant where the officer fails or refuses to perform the duties of his office.
He may summarily suspend any officer or member of a subordinate Council for misconduct or other offense, in the manner provided by the National By-Laws.
Section 16. STATE SECRETARY. The State Secretary shall keep a true and faithful record of the proceedings of the State Council and shall cause same to be published as directed by the State Council.
He shall issue the assessment call as levied by the State Council, shall collect said assessment, giving proper receipt therefor to the Grand Knight, and shall immediately pay over to the State Treasurer all moneys received by him and belonging to the State Council of the Knights of Columbus.
He shall report at the annual meeting of the State Council all his official acts and detailed information regarding each Council in the State.
He shall be entitled to compensation as determined by the State Council.
Section 17. STATE TREASURER. The State Treasurer shall receive from the State Secretary all moneys of the State Council, which he shall deposit in bank to the account of the State Treasurer as such, and he shall give a bond in an approved corporate surety
