This board was created in 1905. Three regularly licensed veterinarians appointed by the department of public welfare conduct the examinations for licenses to practice veterinary medicine.
MATERNITY HOMES The department of public welfare is required to issue licenses to maternity homes and lyin-in-hospitals, and to revoke the same when deemed advisable.

This board was established by the legislature of 1919. It consists of three members appointed by the department of public welfare. It conducts examinations for license to practice chiropody.
BUREAU OF SOCIAL SERVICE DIVISION OF CHARITIES, CORRECTION AND PAROLE
HISTORY
The board of charities was created by the legislature of 1901. The governor, superintendent of public instruction, and commissioner of public. lands and buildings constituted the board. All functions of this board were transferred to the department of public welfare by the legislature of 1919.
DUTIES AND POWERS This board Is required to--
1. Inquire into the whole system of public charities and the correctional institutions of the state and counties.
2. Examine and approve all plans for new jail buildings, lock-ups, infirmaries or reformatories.

PARDON AND PAROLE HISTORY
The legislature of 1911 created the state prison board and the advisory board of pardons. The state prison board was composed of three members appointed by the governor to serve for three years. One of these was required to be a practicing physician and one a practicing attorney. The prison board was also the advisory board of pardons. The clerk of the state board of charities anti corrections was secretary of these boards, and served also as state parole officer. The functions of these boards were merged in the department of public welfare in 1919.
DUTIES AND POWERS 1. The Department of public welfare has power to establish rules and regulations under which prisoners within the penitentiary may be allowed to go upon parole.
2. The secretary of the prison board must keep in communication, so far as is possible, with all prisoners on parole, and report to the prison board for consideration.
3. Findings of the board for final discharge shall be sent to the governor.
4. The advisory board of pardons shall consider petitions and requests for pardons, reprieves and commutations of sentence, anti report their findings to the governor.

BUREAU OF CHILD WELFARE

The legislature of 1919 created this bureau in the department of public instruction, but it was afterwards transferred to the department of public welfare.
DUTIES AND POWERS 1. To make rules for it supervised system of recreation.
2. To lessen and prevent penal trials and punishment of children.
3. To assist in equalizing opportunities for the children of this state.
4. To maintain a live agency, through which the state may co-operate with individuals and organizations on matters pertaining to children's aid and benefit
5. To offer an avenue through which government agencies functioning In the Interests of children may operate.

The children's code commission was created by the legislature of 1919 as it temporary independent commission within the bureau of child welfare. The following duties were enjoined upon the commission
1. To make a careful study of the subject of child welfare.
2. To investigate social and other conditions affecting child welfare.
3. To make a study of comparative legislation relating thereto and recommendations for removal of obsolete and undesirable laws and for new legislation that may be desirable.The commission has prepared fifty-three bills for the consideration of the 1919 legislature. These are separate measures designed to promote child welfare, but do not constitute a complete code. An appropriation of $7,500 was made for the commission.

DUTIES AND POWERS The department of public works exercises the powers and performs the duties formerly consigned to the state board of irrigation, highways and drainage.
The department of public works appoints a state engineer and supervises all of the state's building or construction work which is not vested in any other department and superintendents the construction of highways, bridges and other public improvements for which any money is apyropriated (sic) by the state.
The licensing of motor vehicles now devolves upon the department of public works. This was formerly the duty of the secretary of state.
The duties of the following boards and commissions of the old administrative system have been taken over by the department of public works and the money appropriated for their use by the legislature of 1919 has been transferred for use In this department.
BUREAU OF IRRIGATION, WATER POWER AND DRAINAGE HISTORY
This bureau was created by statute in 1805. The governor, attorney general and commissioner of public lands and buildings composed the board. The active, executive work of the board was conducted by a state engineer and his assistants. All its duties are now discharged by the department of public works.
DUTIES AND POWERS The department is required to--
1, Determine the rights to the use of the public waters, and generally to enforce the laws concerning water rights, highways and drainage.
2. Appoint water commissioners.
3. Approve plans for the construction of dams.
4. Supervise construction of bridges erected by state aid.
5. Approve plans for drainage districts.
