1Where the biennial appropriations, especially since 1909, show an amount in excess of the total taxes for the same period it means that the legislature has appropriated the income received by the state from departmental fees, cash receipts, and earnings of the various state institutions. For the years prior to 1905 the state faced a constantly growing deficit through inability to collect state taxes.
