JUDICIARY

     Nebraska is under the jurisdiction of the eighth circuit court of appeals and circuit court. There are two judges for the Nebraska district of the federal district court system.

CIRCUIT COURT OF APPEALS

     Eighth Judicial Circuit-Minnesota, Iowa, Missouri, Arkansas, Nebraska, Colorado, Kansas, North Dakota, South Dakota, Oklahoma, Wyoming, Utah and New Mexico.

     The judges of each circuit and the justice 'of the supreme court for the circuit constitute a circuit court of appeals.

INTERIOR DEPARTMENT

     The activities of the interior department within the state consist of land offices, Indian service and reclamation service. Registers' and receivers are appointed by the president.

Alliance

     The Lincoln land office was abolished on May 1, 1925, and consolidated with the land office at Alliance, which is the only remaining land office in the state of Nebraska. On July 1, 1925, the designation of the official in charge of the Alliance land office was changed from receiver to register.

     The Omaha agency was consolidated with the Winnebago agency on April 1, 1925. The Genoa Indian school, has a capacity of five hundred pupils and offers a course of study extending through the tenth grade.      GEORGE WILLIAM NORRIS (Republican). Born, in Sandusky county, Ohio, July 11, 1861. Attended Baldwin university, Berea, Ohio, and Valparaiso university. Studied law while teaching and afterward finished course in law school. Admitted to the bar in 1883. Removed to Nebraska in 1885. Was three times prosecuting attorney; elected district judge of fourteenth district in 1895 and reelected in 1899; served as representative in fifty eighth, fifty-ninth, sixtieth, sixty-first and sixty-second congresses; elected to United States senate for the term beginning March 4, 1913, re-elected in 1918 and in 1924. Address: McCook.

     ROBERT BEECHER HOWELL (Republican). Born at Adrian, Michigan, January 21, 1864. Married Alice Chase Cullingham of Omaha. Attended public schools. in Adrian; appointed cadet midshipman, United States naval academy, 1885; course in Detroit school of law, 1893. Located in Omaha in 1888. Served as state engineer of Nebraska. Designated as city engineer of Omaha, 1895. Member of board of visitors to United States naval academy, 1896. Lieutenant, United States Navy in Spanish -American war. State senator in 1902. Appointed to board of directors of Metropolitan utilities district, Omaha, elected to same board in 19Q4 and re-elected 1910, 1916 and 1922. Elected republican national committeeman in 1912 and re-elected 1916 and 1920; member of executive committee of republican national committee, 1916 to 1924. Water commissioner of Omaha, 1912. General manager metropolitan utilities district, Omaha 1913 to 1923. Lieutenant United States naval reserve force, 1917 to 1921. Chairman Radio service commission United States post office department, 1921. Elected to United States senate, 1922. Address: Omaha.

REPRESENTATIVES

     JOHN HENRY MOREHEAD (Democrat) First district. Born on a farm near Columbia, Lucas county, Iowa, December 3, 1861. Engaged in farming, mercantile, and banking business. Twice county treasurer of Richardson county, 1896-99; mayor of Falls City 1900; state senator, 1910-11; president pro tempore of senate; lieutenant governor, 1910-1911, upon death of Lieutenant governor, M. R. Hopewell; governor from 1913 to 1917; nominee of democratic party States senate in 1918. Nominated third time for governor, 1920. Elected to Congress in 1922; reelected in 1924. Address: Falls City.

     WILLIS G. SEARS (Republican) Second district. Born at Willoughby, Ohio, August 16, 1860. Educated in common schools; attended law school at University of Kansas, 1882-83. Admitted to bar in 1884. County attorney of Burt county, 1895-1901; member of state legislature, 1901-04, and speaker of House of representatives, 1901; served as district judge of fourth judicial district from 1903 to 1923. Elected to Congress in 1922 and re-elected in 1924. Married to Bell Hoadley in 1887; five children. Address: Omaha.

     EDGAR HOWARD (Democrat) Third district. Born at Osceola, Iowa, September 16, 1858. Educated in public schools, Western collegiate institute and Iowa college of law. Admitted to bar 1885. Member of Nebraska legislature, 1895; probate judge, Sarpy county, 1896-1900; lieutenant governor, 1917-1919. Elected to Congress, 1922 and re-elected in 1924. Married Elizabeth Paisley Burtch in 1884; three children. Reporter and city editor of various papers until 1884; editor Papillion Times, 1884-1900; purchased Columbus Telegram in 1900. An Episcopalian, member Nebraska Press Association, Masons, Odd Fellows, Knights of Pythias, Rotary Club and Wedge. Address: Columbus.

     MELVIN ORLANDO McLAUGHLIN (Republican) Fourth district. Born at Osceola, Iowa, August 8, 1876. Student Omaha normal university 1895-96; Peru normal school, 1897-8; B.D. Union biblical seminary, Dayton Ohio, 1907; A. B.

     ASHTON C. SHALLENBERGER (Democrat) fifth district. Born at Toulon, Illinois, 1862. Married Eliza Zilg in 1885. Educated in common schools and at University of Illinois. Removed to Nebraska in 1881 and engaged in cattle raising and farming. Is president of the bank of Alma. Democratic candidate for governor in 1906. Elected governor in 1908; term 1909-11. Congressman 1915-19 and 1923-27. Is a Mason. Address: Alma.

     ROBERT GLENMORE SIMMONS (Republican) Sixth district. Born in Scotts Bluff county, December 25, 1891. Attended Hastings college, 1909-1911; graduate University of Nebraska college of law, 1915. County attorney of Scotts Bluff county, 1916-17. Enlisted in air service October 15, 1917. Qualified as a balloon observer and licensed spherical balloon pilot. Commander American Legion, Department of Nebraska, 1921. President University of Nebraska alumni association 1922. Married Gladyce Weil of Lincoln in 1917; three children. Elected to congress in 1922 and re-elected in 1924. Is a member of the Order of Colf, Presbyterian church, and Masons. Address: Scottsbluff.
