TWENTY-EIGHTH STATE CONFERENCE auditor and state chaplain. There may also be a regent's secretary, who shall be appointed by the state regent. These officers shall be elected at the annual meeting, by ballot, for a term of two years or until their sucessors (sic) are elected and have assumed office. If there is but one candidate, the election may be by acclamation. The state regent, state vice-regent, state recording secretary, state registrar and state auditor shall be elected for the term of two years on the odd calendar year; the state corresponding secretary, state treasurer, state historian, state librarian and state chaplain shall be elected on the even calendar year.
No member shall be eligible to the same state office for more than two consecutive years.
Section 2--No two elective officers shall be members of the same chapter. The term of office shall begin at the close of the Continental Congress at which the election of the state regent and state vice-regent is confirmed. A member having served more than half a term shall be deemed to have served a term.
Section 3--Nomination to be made by acclamation on the second day of State Conference, election to follow immediately.
Section 4--In case of a vacancy occuring (sic) in the office of state regent, the state vice-regent shall become state regent. A vacancy occuring (sic) in any other state office shall be filled by the State Board of Management until the next regular election.
Section 5--Honorary officers may be elected for life at any annual meeting by a three-fourths vote, which vote shall be taken by ballot, unless by unanimous consent the ballot is dispensed with No member shall be eligible to an honorary office who has not filled the state office with the corresponding name.
Article V--Duties of Officers Section 1--It shall be the duty of the state regent to preside at all meetings of the State Conference and of the State Board of Management, and perform such other duties as are specified in the rules of the National Society, parliamentary authority adopted by the State Conference, and in these rules.
Section 2--It shall be the duty of the vice-regent to perform the duties of the state regent in her absence or temporary inability to serve.
Section 3--It shall be the duty of the state recording secretary to keep a correct record of all meetings of the State Conference and of the State Board of Management, have charge of the bylaws and records and sign all warrents (sic) on the state treasurer.

Section 4--The state coresponding (sic) secretary shall perform such duties as shall be assigned to her by the state regent and the State Board of Management.
Section 5--It shall be the duty of the state treasurer to collect and receive all money due the state and she shall disburse such funds only upon order signed by the state regent and the state recording secretary, which shall be accompanied by the original invoice endorsed by the purchaser. The state treasurer shall be bonded and the fee paid by the state. The treasurer's books shall be audited previous to each annual meeting and at the expiration of her term of office.
Section 6--The state auditor shall examine books of the state treasurer before the annual conference and at the expiration of the treasurer's term of office.
Section 7--It shall be the duty of the state historian to keep all records of historical nature, and she shall prepare for publication in the Daughters of the American Revolution magazine a report of the State Conference and a report of the state work.
Section 8--It shall be the duty of the state consulting registrar to assist applicants for membership in the National Society of the Daughters of the American Revolution, to prove eligibility cliams (sic) from towns where there are no chapters and give the desired assistance to chapter registrars in verifying lineage papers.
Section 9--It shall be the duty of the state librarian to endeavor to collect such books and papers as would be of genealogical and historical value.
Section 10--It shall be the duty of the state chaplain to conduct such religious services as occasion may require.
Section 11--Each officer shall make a typewritten report at the annual meeting of the State Conference.
Section 1--The Daughters of the American Revolution in Nebraska shall hold an annual State Conference the third week in March unless otherwise ordered. This meeting shall be for the purpose of receiving reports of the State Board of Management and the committees; for the election of officers and for such other business as may arise.Section 2--Special meetings may be called by the State Board of Management, and shall be called upon by written request of twenty chapters.
Section 3--The number of delegates from each chapter shall be determined by the rules for representation of chapters in the Con-

TWENTY-EIGHTH STATE CONFERENCE tinental Congress, except that this representation shall be multiplied by two. Therefore, chapters having a membership of less than fifty shall be entitled to a regent and one delegate; from fifty to two hundred, by regent and three delegates; from two hundred to three hundred by regent and five delegates; and two delegates for each additional one hundred members.
Section 4--Regents and delegates shall be entitled to alternates, but no more than ten shall be elected from any one chapter.
Section 5--Chapters organized after January 1st, shall be entitled to but one representative, who shall be the regent or the vice-regent.
Section 6--The voting members of the State Conference shall be its officers, the officers of the National Society whose residence is within the state, chapter regents, or in their absence the vice-regents, and the delegates, or their alternates from the chapters of the state. These delegates and alternates shall be elected on or before the ifrst (sic) day of March.
Section 7--Thirty voting members, present at any meeting of the State Conference, shall constitute a quorum.
Section 1--The annual dues of each chapter shall be 50 cents a member, based upon the number of members reported to the treasurer general in January as being of good standing. The dues are payable on or before January 1st.Section 2--Representation in State Conference shall be based upon the number of members whose dues are paid to the state treasurer on or before February 1st, preceding the State Conference.
Section 3--The annual dues sent to the state treasurer shall be accompanied by an alphabetical list of the members to whom the dues shall be credited. This list shall be made in triplicate, one being retained by the chapter and the third sent to the state corresponding secretary.
Section 1--The slate officers, national officers and chapter regents shall constitute the State Board of Management.Section 2--The State Board of Management shall meet at the call of the state regent at least twice a year. Special meetings may be called by the state regent, and shall be called upon the written requests of ten members of the board. At least five days' notice of the time and place of the meeting shall be given of all meetings of the board.

Section 3--The State Board of Management shall have all power and authority over the affairs of the State Conference during the interim between its meetings, except that of modifying any action taken by the State Conference. The State Board of Management shall make an annual report to the State Conference.
Section 4--That the State Board of Management shall have the power to appropriate such a sum as may be required to meet the needs of the Lou R. Spencer Traveling Library. This is to take effect at the 1931 State Conference.
The state regent shall appoint annually such standing and special committees as are authorized by the State Conference or the State Board of Management.
The regent of each chapter in the state shall send to the state regent annually on or before March 1st a typewritten report of the work of her chapter for the year. The registrar of each chapter in the state shall send to the state registrar annually on or before March 1st a report of the work of her office covering the period from January 1st to January 1st.
A person residing in a town where there is a chapter of the Daughters of the American Revolution, and wishing to make application to become a member-at-large, must secure the endorsement of the regent of that chapter.
The rules contained in Robert's Rules of Order, Revised, shall govern in all cases to which they are applicable and in which they are not inconsistent with these by-laws.
These by-laws may be amended by a two-thirds vote at any annual meeting of the State Conference, provided that the amendment has been proposed by the State Board of Management, or by a Chapter, or by a committee authorized by the State Conference.
1--The state corresponding secretary shall send to the chapter regents blanks upon which to report the names and addresses of

TWENTY-EIGHTH STATE CONFERENCE new officers, the same to be filed with the state regent before July 1st.
2--The state treasurer shall send to the local treasurer blanks upon which to record her annual report, said report to be filed with the state treasurer on or before January 1st.
3--The state shall pay the actual expense of the state regent to Continental Congress during her term of office.
4--The state regent shall visit each chapter once during her term of office and at such other times as are necessary.
5--The State Conference shall pay into the treasury of the hostess chapter $150, said chapter to provide place of meeting.
6--The proceeding of the conference shall be edited by the state recording secretary and the state regent, and all unncessary (sic) material eliminated. Printed copies of said proceedings shall be mailed to all national and state officers, chapter regents, honorary state regents, chairmen of committees, and a copy filed in the library of the Nebraska State Historical Society before June 1st.
7--Chapter year books shall be of uniform size-five and one-half by seven and one-half inches. The title page shall contain only the emblem, name and location of the chapter and date. It is recommended that name and national number, names of Revolutionary ancestors and addresses of non-resident members be included. Each chapter shall send a copy of its year book to the President General, the Historian General, to the chairman of the Genealogical Circulating Library, and to the regents of new chapters organized in Nebraska during the year. -
8--The entertaining chapter shall not be required or expected to provide entertainment for the members of the conference.
9--All contributions made to the National Society shall be apportioned by the State Board of Management at a certain amount per capita.
10--Each officer shall, at the expiration of her term of office, turn over to her successor all books and papers, taking a receipt for the same. The treasurer shall hold the records of her office until the bond of her successor hes (sic) been secured.
11--The credential committee shall be composed of state corresponding secretary and state treasurer and two other persons, one of whom shall be from the hostess chapter.
12--A nominating committee to be added to the Nebraska Daughters of the American Revolution Conference committees, the duties of which shall be to select with suggestions from any or all chapters a list of nominees for the officers to be voted upon at the conference then in session and present the same on the second afternoon.
