NEILLSVILLE - Candidates have filed nomination papers seeking 17 of 29 seats on
the Clark County Board. No opposition has developed for any of the seats.
Incumbents who had filed papers by today include Frank Nikolay, Abbotsford,
District 1: Alvin Stoiber, Dorchester, District 2; Ray J. Conzemius, Owen,
District 3; Steve Frankiewicz, Withee, District 4; Joseph M. Keating, Thorp,
District 5; Wayne L. Hendrickson, Unity, District 9; Samuel B. Ortwig,
Greenwood, District 10; Clarence Wagner, Neillsville, District 12; Alfred M.
Rondorf, Loyal, District 14; Everett A. Kauffman, Chili, District 15; Ray
Hetzel, Granton, District `6; Martin Hillert, Granton, District 17; Joe Perkins,
Neillsville, District 18; and Robert C. Kunze, Neillsville, District 20.

Editor, News-Herald: I want to state my opinion about Wisconsin 's drunk driving
laws. These laws are not strict enough to discourage or prevent anyone from
drunken driving.
The laws may make some people think about not trying it, but most drive under
the influence anyway. In many cases, the reason for teen-ege drunken drivers is
the fact that young people who are under-age to drink are old enough to drive. I
am not saying that the age for getting a driver's license should be raised and I
am not saying that I agree that the drinking age should be raised. The fact is
that if someone under the legal drinking age wants to drink, he or she will do
almost anything and take the chance to get the alcohol anyway.
So, what is the use of raising the drinking age when it's just more of a
challenge to them? If it's more of a challenge, a lot more will try and see if
they can get away with it.
If someone makes the choice to drink and drive, that is their choice. But if
they kill someone while driving drunk. they should be convicted of murder. If
someone makes the choice to drink and drive, no matter how young or old they
are, without really knowing it, they are also making the choice to maybe end up
killing someone. If they do kill someone, that is murder no matter how someone
looks at it.
I think the drunken driving laws should be made much stricter, not the drinking
age. It is the driver who chooses to drink and drive and to perhaps kill
someone. The alcohol doesn't choose for them.

Editor, New-Herald: I think that raising the legal drinking age isn't going to
help much. If people want to drink, they are going to get alcohol one way or
another. If it were up to me, I would come down harder on the drunk driver. He
kills people, not the alcohol.
In my opinion, all that raising the legal drinking is going to do is cause
people to buy it for the people who can't. Therefore, the illegal drinker can't
drink in public. They will probably drink in public. They will probably drink in
the car. which they then have to drive home -- probably so drunk that they will
run into somebody and kill the innocent bystander.

Editor, New-Herald: In this troubled world, where it seems that no one cares
about the next person, I want to commend the checkout girls at Karau's
Warehouse.
I forgot a measurable amount of groceries at the store. I paid for my order, but
only took a portion of it home.
When I returned to the store this morning, two checkout girls took care of me-
after taking care of the groceries yesterday. They were so kind and considerate
that it makes one renew his faith in human nature.

Julie Kelty, daughter of Mrs. Patricia Kelty of Loyal, has been named the
Daughters of the American Revolution representative at Loyal High School.
She was nominated for the honor by her classmates and elected by the faculty,
based on leadership, character, service and patriotism.
She is actively involved in many Loyal High School activities, including the
national Honor Society, Future Homemakers of America and its president, and she
is working as an assistant in the school office. She has been a state winner in
forensics.
She is planning to attend the University of Wisconsin-Stevens Point this fall to
major in history.
