Postal Service (Buying Stamps - 4 February 1910)

In the view of the extent to which the practice of placing loose coins in boxes by rural patrons has grown and the delay in the delivery and collection of mail and the hardship imposed on rural carriers thereto the Postmaster General has issued an order that, commencing February 15, proximate, rural letter carriers will not be required to collect loose coins from rural mail boxes.  Patrons should enclose coins in an envelope, wrap them securely in a piece of paper, or deposit them in a coin-holding receptacle, so they can be easily and quickly taken from the boxes, and carriers will be required to lift such coins, and, where accompanied by mail for dispatch, attach the requisite stamps.  The most convenient way for all concerned though is the patrons to purchase stamps from the carrier and stamp their letters before putting them into the box.
