The academic high honor and honor list (dean’s list) for the past spring
semester at Minnesota State University, Mankato, MN have been announced by
provost and senior vice president for academic affairs David Hood.
Among 3,434 students, a total of 1,081 students qualified for the high honor
list by achieving a 4.0 straight, “A” average, while 2,353 students earned a 3.5
to 3.99 average to qualify for the honor list.
To qualify for academic honors, undergraduate students must be enrolled for at
least 12 credit hours for the semester.
Sidney Eichstadt of Thorp was named to the high honor list.

The UW-Oshkosh 149th spring commencement recognized the accomplishments of
students from all three of its campuses (Fond du Lac, Fox Cities, Oshkosh).
Nearly 1,300 students earned bachelor’s, master’s associate and doctoral degrees
and joined the ranks of more than 100,000 UW-O alumni.
Among the recipients were Sierra Koski of Loyal, college of nursing, bachelor of
science, nursing.

A Tribute to Wiesner (Park Bench - 2023)
The Clark County Law Enforcement Association invited the public to witness the
placement of a memorial bench for Deputy Leo Wiesner #721, placed July 22.
Wiesner had nearly 50 years of service between the Neillsville Police Department
and the Clark County Sheriff’s Office. Wiesner was known for his transports and
his time in the parks during the summers. The suggestion was brought to Clark
County Law Enforcement’s attention that a bench could be made and placed at
Russell Park at Hatfield where Wiesner was well known. Submitted photos

Clark Co- UW-Green Bay (Honors - 2023)
The UW-Green Bay had made public the name of undergraduate students receiving
semester honors for Spring 2023 semester academic achievement. Students who earn
a 4.0 grade point average (GPA), which represents all “A” grades, receive
highest honors. High honors go to students earning 3.99 to 3.75 GPAs. Honors are
given to students earning 3.74 to 3.50 GPA. All were fulltime students in the
spring term, earning 12 or more credits graded coursework. This list includes
students attending all four UW-Green Bay campuses (Green Bay, Marinette,
Manitowoc, Sheboygan).
Recipients from Clark County were Kaden Olson of Chili, semester highest honors;
Nathaly Rivas of Dorchester, semester honors; Midi Koprek, semester high honors
and Alex Langreck, semester high honors Neillsville; and Alicia Kawa of Owen,

Below, Lawrence Harry “Lugs” (23 June 1927 – 31 July 2023) With Flag
Lawrence Harry Below, “Lugs”, 96, formerly of Spencer, passed away peacefully on
July 31, 2023, at Cottagewood Senior Communities in Rochester, Minnesota,
surrounded by his loving family.
Lawrence was born June 23, 1927, on the family farm on Veefkind Road in Spencer,
to Martin and Jennie (Moen) Below. As a young boy, he attended the nearby
country school, worked hard on the farm, and enjoyed many nearby outdoor
activities like fishing and berry picking. Lawrence was active in 4-H and took
great pride in the awards he received for his garden.
Lawrence graduated from Spencer High School in 1945. He was a dedicated student
and talented athlete who excelled at basketball.
Lawrence was called to serve his country with the Army’s 45th Infantry Division
during the Korean War. He received the Purple Heart for his injuries during
combat. The experiences, injuries, and sense of dedication learned during the
war would affect Lawrence for the rest of his life.
Lawrence worked a variety of jobs before finding his passion in the Dairy Foods
Industry. He worked for Parkin Ice Cream, M&M Candy, Spencer Milk Products, and
Dairy Belt, before eventually working over 40 years at Land O’Lakes. Lawrence
was often recognized with awards during his career.
Lawrence married Marlene Toltzman on September 2nd, 1957. They enjoyed 36 happy
years of marriage before Marlene passed away in 1993.
Lugs was a busy man who always “had work to do”. In his spare time, he was an
avid outdoorsman who enjoyed hunting, fishing, and cross-country skiing. He also
enjoyed bowling and supporting the Green Bay Packers. He was known for his quick
wit and sense of humor. Lawrence liked to be warm, often sporting a fleece vest
(even in the summertime) and letting you know if your hands were cold. He
enjoyed his retirement years attending auctions, collecting antiques, and
spending time with his special friend, Inez.
Lawrence is survived by his son, Kent (Krista) Below of Rochester, MN, and
granddaughters, Kayelynn Below and Kenzie Below; special friend, Inez Fosberg;
his brother, Jerry (LaVonne) Below of Dickinson, ND, and numerous nieces and
nephews. Lawrence was preceded in death by his wife, Marlene; brother, Arnold
(Ruth) Below; sister, June (Lloyd) Hoops and by his parents.
Lawrence’s family wishes to thank the staff at Cottagewood for their kind and
compassionate care. Memorial contributions may be made to Trinity Lutheran
Church, Spencer WI, or to the Alzheimer’s Disease Research Center, Mayo Clinic,
Department of Development, 200 First St. SW, Rochester, MN 55905.
Funeral Services will be held at 11:30 A.M. on Saturday, August 5, 2023, at
Trinity Lutheran Church in Spencer with Rev. James Groleau officiating. He will
be laid to rest in Trinity Lutheran Cemetery in the Town of Brighton. Family and
friends are invited to gather at the church on Saturday from 9:30 A.M. until
time of services.

Bussard, Paula (20 February 1951 – 11 October 2022)
Paula Ringstad Bussard, 71, of Houston, TX, sadly passed away Oct. 11, 2022,
after a prolonged illness.
Paula was born Feb. 20, 1951, in River Falls, to parents John and Marilyn
(Jones) Ringstad. The family lived in Viroqua from December 1952 to July 1956,
before settling in Neillsville. The oldest of three children, Paula graduated
from Neillsville High School in 1969 with honors. She attended the University of
Wisconsin - Eau Claire and graduated in 1973 as a registered nurse. After
graduation, she moved to Milwaukee and worked at St. Michael’s Hospital, and
then as a public health nurse for the city of Milwaukee. She also worked as a
nurse in the Army Reserves as a first lieutenant.
Paula moved to Houston, TX, in 1978 and had her daughter Lauren, there in 1981.
Paula worked as a nurse at Methodist Hospital in Houston for 35 years before
retiring in 2016. She was extremely dedicated to her job and also enjoyed
reading, gardening and dinners with friends. Her greatest joy, however, came
from spending time with her daughter and being a loving “Gigi” to her three
beautiful grandchildren. She was preceded in death by her parents, John and
Marilyn Ringstad.
She is survived by her daughter, Lauren (Nick) Floyd; grandchildren Alice,
Matilda and Henry of Houston, TX; her sister, Jill Comte of Oakland, CA; her
brother, Tom Ringstad of Neillsville, WI; as well as six nieces and nephews, and
five great nieces and nephews.
She will be interred Aug. 5, 2023, in a private ceremony.

Marvin, Elda Johanna (8 April 1927 – 27 July 2023)
Elda Johanna (Boldt) Marvin was born April 8, 1927, and received into her Lord’s
arms on July 27 at a wonderful 96 years young. She was born in Edgar, the 7th
child of Louis and Clara (Blasberg) Boldt. She was baptized and confirmed at St
John’s Lutheran church in the town of Wien. The family then moved to Unity, then
Colby where she graduated from and went to work in Marshfield for Lang &
Scherman, Woolworth’s and Knotts Insurance Agency. She loved roller skating and
going to the Eagles Club where she met Charles Marvin.
Charles and Elda got married on July 7, 1948, at St. Matthew’s Lutheran in
Marshfield, now Faith Lutheran. They moved to Milwaukee so Chuck could go to
engineering school. Together they raised eight children: Diane (Leland) Ternes,
Knapp; Wanda (Kenneth) Jennings, Neillsville; Kathleen (Bert) Tozer, Bloomer;
Lois (John) Fisk, Clintonville; Christine (Al) Kabus, Eau Claire; Robert (Kay)
Marvin, Mesa, AZ; Brian (Danette) Marvin, Colfax; Michael Marvin, Bloomer.
Elda worked for Sears in Neillsville, and in Menomonie. Chuck and Elda ran a
restaurant in Neillsville called the Bo-Mar for a few years until they moved to
the Colfax area where they helped stock the new Walmart store, Elda worked in
the eatery in the store.
She loved her church family and was an officer in the Women of the ELCA group,
also an officer for the Seniors club the Merry Mixers where she loved playing
bingo with friends. She taught Sunday School and Vacation Bible school. She
loved watching fireworks, sewing, enjoyed playing games with family, especially
Scrabble, which she played with her sister whenever she got the chance. She also
loved putting puzzles together and watching wild animals around her home where
she would see bears, deer, turkeys, groundhogs and lots of birds which were all
fed by her.
Elda is survived by her eight children, 21 grandchildren, 31 great
grandchildren, and two great-great grandchildren.
She was preceded in death by her parents; her husband Chuck; in-laws Charlie and
Velma (Seabury) Marvin; brothers Arnold, Fredrick, and Carl; sisters Irma Laabs,
Elfrieda Johnson, Ruth Boldt, Gertrude Baartz, and Dorothy Dallman; their
husbands and wives; also many cousins and nieces and nephews; one son in law, Al
Kabus; granddaughter Laura Babbitt-Hansen.
Funeral service will be held at 2:00 p.m. on Friday, August 4 at Norton Lutheran
Church in Colfax, WI with Pastor Mamy Ranaivoson officiating. Visitation will be
held from 12:00 p.m. — 2:00 p.m. prior to the service. Burial will be at Norton
Lutheran Cemetery in the town of Tainter, Dunn County, WI.
