Frank was born in NY about 1848 to Eugene & Nancy Rofinot, natives of France. His parents were farming in Charlestown, Calumet Co., WI with Frank and his brother Luther when the 1860 Census was taken. On 22 Feb 1865, he followed his brother into military service, enlisting in Co. E, 22nd Wis. Inf. Reg. He also served in Co. U, 3rd Inf. Reg., and was mustered out 24 Jun 1865. He followed up by serving in the Provisional Permanent Battalion at Camp Randall, Madison, WI. He married Elizabeth A., b. 1851 NY, and by 1870 they had two sons: Edgar Francis, b. 1868, and William E., b. Oct 1869. Frank farmed in sec. 27, Eaton Twp., Clark Co., WI, and the 1880 Census shows two more sons: Victor, b. 1871, and George H., b. 1877. In May 1887 he signed a witness statement regarding fellow soldier George W. Slater's pension as a "resident of La Crosse" and by the time the 1890 Veteran Schedule was taken he was living in Clatskanie Pct., Columbia Co., OR.
