Resolved,  By the county board of Ban Claire county, that the sum of $50.00 be, and is hereby appropriated from the general fund for payment to J. F. Moore for services as chairman of the county board the past year, and the chairman and clerk are authorized to draw an order for th» same. Adopted. Ayes—(19). Noes— none.

were reported back from the respective committees with the recommendation that they be allowed as charged, and on motion were   allowed   as   recommended. Ayes—(18). Noes—none.

 

Bills 965 by C. J. Lissack and 986 by Daniel Zempel were reported back with the recommendation that they be returned for correction, and it was so ordered. Bill 933 by M. J. Argard was recommended to be referred to the district attorney for advice, with the request that he report to the committee at the next meeting of the  Board. And it was referred. Bill 981 by Wm. Wertgel.for $58.06,on judgement was laid over until case is fully disposed of. Board took recess to visit Jail. After which came to order and on motion the following committee was appointed by the chair to examine and report as to the quality and quantity of board furnished the prisoners: Supervisors Grinsell, Brimi, and Harmison. By request Jailor Williams made some remarks and invited a thorough investigation.

 

Board adjourned until 9:30 o'clock  a. m.

 

Nov. 17, 9:30 o'clock, a. m.

 

Board called to order. Roll called  all members present except Supervisor Foster. Minutes of yesterday read and approved. Supervisor Arnstad offered a resolution making the chairman purchasing agent for the county. Moved to amend by substituting the name of S. H. Wilcox. (Supervisor Williams called to the chair) and on motion of Supervisor Galloway the resolution was laid over to be the first order of business in the afternoon session.

 

District Attorney McCaslin made a  verbal report as to the liability of the county to the city on bill 941, and discussed the pauper question, citing authorities relating to the same; after which the board extended a vote of thanks to him, and the bill was referred to the committee on claims and finance.

 

Affidavit of Thomas Carmichael in reference to lost Tax Certificate and  resolution asking the board to order Tax Deed

issued on said certificate read and on motion was referred to the committee on illegal tax. Supervisor Harmison moved that the vote referring bill 941 to the committee on claims be reconsidered, Motion lost; Ayes— Supervisors Arnstad, Babb, Grinsell and Harmiston, (4), Brimi, Blake, Bennett, Caldwell, Carpenter, Galloway, Gessner, Graves, Koll, Larson, Moses, McCaghy, Quint, Smith, Tripp, Wilbur and Williams (17). Motion declared lost.

 

By Supervisor Koll—

Resolved, by the board of supervisors of Eau Claire county, that the proceedings of the present board be published in the Eau Claire Weekly News, the Weekly Free Press, Leader and Augusta Eagle, provided the charge therefore shall not exceed Twenty-five cents per folio. Adopted Ayes— (21) Noes—none.

 

Moved by Supervisor Blake that the chair appoint a committee of three to exercise the authority of this board in relation to the petition from the Town of Brunswick asking for the change of a state road. Motion carried and Supervisors Blake, Moses and Quint were appointed by the chair; and the board adjourned until 2 o'clock p. m.

2 p. m. came to order, roll called, all members present   except  Supervisor Foster.

 

By Supervisor Arnstad—

Resolved, by the board of supervisors of Eau Claire that the chairman W. T. Galloway is hereby made the purchasing agent for such printing and supplies as may be needed for use in the several offices of this building, at best advantage as the law may require, and keeping a, memorandum of the same which memorandum shall be open for the inspection of any committee of the board who may be acting in official capacity on bills which may be before the county  board for allowance. The above resolution on having been read, and a motion made by Supervisor Williams to amend by substituting the name of S, H. Wilcox in place of W. T. Galloway, Supervisor Grinsell offered an amendment to the amendment by substituting the name ot L. A. Brace in lieu of S. H. Wilcox, .which was carried. Ayes—Supervisors Arnstad, Babb, Bennett, Carpenter. Galloway, Grinsell, Gessner, Harmison, Koll, Moses, McCaghy, Quint, and Wilbur, (13). Noes- Blake (1); and on motion the resolution was adopted as amended.

 

Resolved,  by the board of supervisors of the County of Eau Claire, State of Wisconsin, that the county clerk be authorized and he is hereby directed, to execute to Thomas Carmichael, a tax deed of Lot No. Eighteen (18) of Block No. Twenty-one (21) of the Plat of Eau Claire City, in the County of Eau Claire and State of Wisconsin, founded upon Tax Certificate for the taxes of the year 1877, on sale of 1878. Numbered 1464, upon demand by-said Carmichael, he having submitted satisfactory proof of the fact of the loss by fire of said certificate while he was the owner and holder thereof, and it appearing by section 1177 of chapter 50 of the Revised Statutes of 1878 as amended by chapter 48 of the laws of 1882, that he is entitled to such deed.

 

The above resolution having been  referred to the committee on Illegal Tax, it was reported back with the recommendation that the resolution be adopted as their report, and on motion the resolution was adopted. The committee appointed to investigate the subject of the boarding of the prisoners reported that they had made all the investigation they cared to, and were satisfied that they were well cared for.

 

By Supervisor Caldwell—

Resolved, by the board supervisors of Eau Claire county, that the county clerk be and he is hereby directed to make up the mileage and perdiem of the members and draw orders on the county Treasurer for the sum; and that when this board adjourn it be until March 6th 1883. Adopted. Ayes—(19). Noes—none. Here Supervisor Tripp was called to the chair.

Bill 992. by C. E. Strong for                                                     15.00 were reported back from the committee with the recommendation that they be allowed as charged and having been read there several times they were so allowed; ayes—(20), noes— none. Bill No 941 by the city of Eau Claire for $786.82 having been read three several times was by recommendation of the committee allowed at $133.33; ayes—Supervisors Arnstad, Babb, Blake, Bennett, Caldwell, Carpenter, Galloway, Gessner, Graves, Koll, Larson, Moses, McCaghy, Quint, Smith, Tripp, Wilbur and Williams, (18). noes—Grinsell and Harmison.

 

Bill No 971 by E. H. Parker for  $185.00 having been read three several times was by recommendation of the committee allowed at thirteen dollars and twenty cents; ayes—(20) noes— none. Bill No. 995 by the town of Bridge Creek for $74.03 having been read three several times was allowed on the recommendation at $66.03; ayes—(20). noes— none. Bill No. 947 by Sam Ellis for $70.00 was by request of committee referred back to maker for vouchers. Bill No. 978 of G. Tabor Thompson, by permission was held by the committee until the next meeting of the board.

 

By Supervisor Caldwell—

Resolved,  by the board of Supervisors of Eau Claire county that the chairman and clerk be and they are hereby authorized to draw orders on the county treasurer for all bills allowed, and appropriations made at this session of the board; adopted. Ayes—(20)  Noes—none.

 

Supervisor Galloway took the  chair. Minutes read and on motion of Supervisor Blake the Board adjourned.
