Coulliard, Clark (Citizen of the Year - 1970)
Clark Coulliard, Northern
States Power division meter man at Owen was recognized as 1969 Citizen of the
Year for NSP’s central division. A committee of Coulliard’s fellow employees
picked him for the title in appreciation of the many contributions he has made
to Owen.
Coulliard has been a committeeman for Boy Scout Troop 5 of Owen
for the last three years. He has been a solicitor for the Owen community chest
drive for five years and he has coached football and basketball at holy Rosary
School for nine years.
The Coulliard’s have eight children, ranging in
age from six months to 16 years.
