Gaffney, Judge Richard P. (11 NOV 1908 – 14 APR 1971)
Clark County Judge Richard F. Gaffney, 62, died yesterday morning, Wednesday,
April 14, 1971, at St. Joseph's Hospital, Marshfield, where he had been a
patient the past 10 days.
Funeral arrangements are indefinite at this time. However the Hoeper and Kraut
Funeral Home, Owen, is in charge of arrangements, and they indicate service may
be held on Saturday, but interested parties may check with them later on today.
Judge Gaffney was born November 11, 1908 in Wood County, Wisconsin.
He attended Wood County College, taught in a rural school near Nasonville for
two years, then attended Central State Teachers College at Stevens Point, and
graduate from the Marquette University Law School.
He began his practice in law in Owen (Clark Co., Wis.), and was Clark County
District Attorney from 1938 to 1946, and for 24 years was Owen City Attorney.
Judge Gaffney was a member of the Clark County Board of Supervisors for 20
years, and was a member of various committees on that body for many years. He
also served on the County Fair Committee and the Public Property Committee.
In 1936 he was married to Alice McKee at Pittsville, and they had eight
children.
Gaffney became Clark County Judge in 1964, when he defeated Karl W. Paape, and
was reelected in 1970.
