With word of possibly another state/municipal agreement in the works for the Hwy
13 reconstruction project, aldermen questioned if the city’s interest were being
protected.
City coordinator John Fales told aldermen at Monday’s Committee-of-the-Whole
meeting the state was meeting with city personnel to discuss the project and
that another state/municipal agreement may be coming for future approval.
The state/municipal agreements spell out what the state will pay for with state
taxpayer dollars and what the city will pay for using local taxes. Much of the
Hwy 13 project is part of Tax Increment District No. 13. In TID’s, the taxes on
improvements to the property are kept by the city to pay for projects in the
project plan instead of being handed over to the overlying taxing districts
including the school, technical college and county. According to Fales, the
changes may occur in responsibility for land purchases for the project.
