Barr, Larry Fred (20 October 1945 – 8 July 2024)

Larry Fred Barr passed away peacefully on July 8, 2024, at Mayo Clinic Health System with his wife Sheila by his side.

He was born on October 20, 1945, to Fred J. and Bernyce (Celar) Barr of Greenwood. He graduated from High School in 1963 and attended every Greenwood Class Reunion. He and his buddies loved to relive their “Wild Teen Days” with stories becoming more adventurous at every reunion. After High School he worked for his father and mother at Barr Animals Foods outside of Greenwood. He also served in the Wisconsin Army Reserves.

His first business venture was operating “The Barr” at Rock Dam County Park and Campground in Willard. Larry was always wanting to move on to another bigger project. So, he left his hometown roots and headed to Eau Claire where he started his entertainment legacy.

In 1969, he opened “The Barr” on one of the highest hills overlooking the Chippewa River and the City of Eau Claire. It was located next to the Eau Claire Ski Jump on Cresent Ave. At that point of time 18-year-olds were legally allowed to drink beer so he focused on designing it towards the college customer. Many big-name Rock and Rollers performed at “The Barr” and there were huge crowds in attendance. It was then and there he met his wife, Sheila. She was there with two college friends Sue Anderson and Brenda Rajec. Sue’s father was a great pool player and taught her well. Sue loved to show her skills and tried to teach Brenda and Sheila. It was then Larry spotted Sheila. He always teased her; she looked great making an over the table shot! There was not a Me-Too movement in that era 😊. They went on to be married 44 years on July 5th.

Then in 1972 drinking age to consume alcohol was changed from 18-21. Thus, Water Street became a thriving business hub because of the close proximity of UWEC and Chippewa Valley Technical College. Larry purchased two buildings side by side on Water Street and renovated them and opened the doors of Shenanigans and Papa Bears. Unfortunately, because of such major changes Larry had to re-create his original vision for “The Barr”. After a lot of soul searching and tough financial decisions, he began again with opening the doors to Fanny Hill Supper Club and Dinner Theatre. After a staff meeting and one of Larry’s famous quotes, “What if a guy were to” he and George Roberts, WAXX director, made a trip. They flew to New York City where Larry planned on going to Studio 54 to get some ideas. After the doorman scammed him of $100 tip to get them in, they came back to Eau Claire with only a great story to tell. They must have looked to “Midwestern” and not the “Andy Warhol” type.

Fanny Hill then included the “Top of the Town” disco lounge, the first in Eau Claire. Mavis Schultz and staff from Arthur Murray Studio on Barstow Street taught Disco dance lessons to lounge customers. Even Butch Martin and his wife Joanne were out on the dance floor. Rod Schultz and George Roberts were the DJ’s here and at Shenanigans.

Because of the overwhelming popularity of disco, it was added to Shenanigans and Papa Bears adding to the already “hopping” bar atmosphere. It was then when Larry, Butch Martin, Norm and Don Gutsch, welders, designed and built SAMM, (Sound Around Music Machine). Samm was the first of its kind around. It was a portable disco dance floor, neon lighting and a folding metal structure. George Roberts and Rod Schultz were the DJ’s. as it traveled to several celebrations for added entertainment.

Another LB Production was the Fall Pumpkin Fest that took place at Fanny Hill. He bought over 2000 pumpkins from a farmer in Mondovi. All of the Fanny Hill Wait staff was asked to carve four pumpkins at the end of their shift. Needless to say, there were some “unique” facial expressions. The second year we received 13 inches of snow, and all were frozen. Larry gave all the frozen pumpkins to a pig farmer in Mondovi.

Many stories are still being told about Larry’s first St. Patrick’s Day on Water Street. It was a huge success for all of the businesses on” The Street”.

After realizing the impact of the college students and the re-development plans for Barstow Street he opened Hooligan’s Bar and Restaurant in 1975. Butch Martin remembers well, when he and Larry flew to Atlanta Underground and bought the four-foot wooden troll that sat on the Back Bar of Hooligan’s for many years. Larry made sure the troll had its own seat between he and Butch on that flight home. Hooligan’s became a popular hangout for the business, sport and older college clientele.

Larry loved sports and was a very proud sponsor of the Shenanigans Shamrocks fast pitch and Hooligan’s slow pitch softball teams. Both won many State and National titles and trophies. Their games always drew big crowds to Carson Park. Each team had their own “character” players who were real people-pleasers and played so many entertaining games. Larry also thought he would give it a go and kicked off “The Blue Grass Bike tour. It ran in the Southwestern part of Eau Claire country and started from Fanny Hill.

In 1981, Larry with the help of his family opened Fannies Supper Club and Motel in Neillsville, Wi.

In 1985, Peggy Bitzer, Larry and others created Circle Wisconsin which promotes tourist attractions throughout the state to tour operators. At that time the Fanny Hill Dinner Theater was the #3 top bus tour destination.

In 1986 Larry and his wife Sheila opened the doors to the Otter Creek Inn. Unexpected “Good Luck” happened when Cindy Schott, an anchor for WEAU-TV stopped in with her mother to see one of the first Bed and Breakfasts in the area. She loved it and shared her opinion with many viewers.

In 1987 to draw more customers to Fanny Hill he started the Shake Rattle and Roll Festival which took place in the Fanny Hill Parking lot. Chubby Checker was the headliner and the first VIP area had 4 park benches in the front of the stage. With the huge surge in Country Music, Larry decided to become not only a creator but now a producer thus the beginning of Country Jam USA 1990. At that time the Shake Rattle and Roll Festival also moved down the hill to the grounds along the Chippewa River. After selling his businesses during different time interval, he moves on and creates Country Jam USA, in Lake Geneva then moved the site to Twin Lakes, Wi, and changed the name to Country Thunder USA. In 1993 he created Country Thunder USA in Queen Creek, AZ, which later moved to Florence AZ.

In 2008 and 2013 he launched another unique adventure Halloween Hollow. It took place in Twin Lakes, WI and Eau Claire.

In 1997 Larry’s Country Thunder USA was awarded the Country Music Association CMA nominee Event of the Year.

The Wisconsin Restaurant Association was one of his passions. He loved going to all of the conventions in Milwaukee and Chicago and returning to Eau Claire with new innovative ideas for his bars and restaurants. He was honored to serve as President of the WRA and met many friends at their meetings throughout the state.

Even in his final months Larry was still putting ideas and creating the frame work for Extreme Thunder USA to premier in Eau Claire County in 2025. With the guidance and knowledge of Marcus Red Thunder (who was key advisor to movie Longmire) they began their journey establishing an Indian Horse Relay Race, the first of its kind in the state.

Larry was not only a visionary but a very hard worker. He always told his management team never tell a staff member to do anything you have not done yourself. Larry lived by that statement. He bused tables, washed dishes, and picked up garbage on festival grounds when employees didn’t show. Larry also had a very kind heart. During the Christmas Season at Fanny Hill many free dinners were given to families with special needs children and Senior citizen groups. He always made sure Fanny Hill’s in-house Santa (George Horan) and Mrs. Santa Claus (Margret Martin) were there to hear everyone’s request for a much-wanted present. Also, every year he purchased the collectible Santa Bears from Prange’s at the London Square Mall and had Santa deliver them to every child in the hospital. He will be dearly missed by all who admired and loved him.

Larry was preceded in death by his father and mother, Fred and Bernyce Barr; and many of his beloved “buddies”, his dogs which were many throughout his years. He is survived by his wife, Sheila, of 44 years; brother, Tom (Betty) Barr; sister, Patti (Steve) Denk; brother, Scott; and many nieces and nephews.

Please wear a T-shirt, hat etc. (If you still have one) from one of his bars, restaurants, festivals, or softball teams. There will be a lot of sharing of stories from those “Good Ol Days!”
