General
Rules and Regulations
for
the Fair of 1887
The general supervision of the
grounds and entire exhibition is vested in the President of the Society.
The Fair Grounds will be open
for the reception of all articles for exhibition on the First day of the Fair.
Entries.
- Entries
may be made by addressing “ Secretary Clark County Agricultural
Society,” Neillsville, Wis., at any time previous to the Fair, giving a
list of articles to be exhibited.
All entries, except for trial of speed, must be made on or before 2
o’clock P.M. of the first day of Fair.
All entries free except horses.
- All
entries of stallions two years old and over, and horses in harness or
under saddle, $1.00 each.
- All
articles which are the result of mechanical or artistic skill must be
entered by the manufacturer or artist.
- Articles
which are the product of the soil must be entered in the name of the
producer of the same.
- Every
animal must be entered for competition by number and the name of the owner
endorsed on the entry book, and any person violating this rule will
forfeit any premium which he might otherwise receive.
- One
the entry of each animal or article a card will be furnished each
exhibitor, specifying the class and number of the entry, which card must
remain attached to such animal or article during the exhibition.
- No
animal or article will be assigned to a place on the grounds until the
entry shall have been made as above, and the entry fee paid.
- Such
statements and copies of pedigrees as are required for examination much be
in possession of the owners when the animal are on exhibition.
A statement must be made with the entry of fat cattle, of time,
manner and cost of feeding.
- No
articles or animal shall compete for more than one premium except as a
part of a herd or for sweepstakes premium, provided, that horses may
compete in a general class and also for speed.
- Exhibitors
will at all times give the necessary personal attention to whatever they
have on exhibition, and at the close of the Fair take charge of the same.
Diligence will be used by the officers of the association to
prevent injury to animals or articles on exhibition.
An efficient force of watchmen will be kept on the grounds day and
night during the Fair, but the Society will not be responsible for any
damage that may occur.
- The
sale of spirituous liquor is prohibited.
- Competition
will be open to the world in all departments except the agricultural
department, in which entries will be confined to Clark County and that
part of Wood County embraced within the limits of the Society.
- The
premium cards and ribbons will be placed upon the successful articles and
animals by the superintendents as soon as the decision is made.
A blue ribbon or card will represent the first premium; a red
ribbon or card the second premium; a yellow ribbon or card the third
premium; and a white ribbon a complementary notice of the committee.
- All
premiums not claimed or called for within twenty days of award shall be
considered donated to the Society.
Awarding
Committees
-
Members
of Awarding Committees will report themselves to the Superintendents
at their several departments at 2 o’clock on the second day of Fair.

No
person can act as judge in any class in which he may be an exhibitor.
-
No
article or animal deemed unworthy shall be awarded a premium, but no
premium shall be withheld merely because there is no competition.
-
Judges
will report only the animals or articles entitled to premiums, except
they may especially commend such others as they may deem worthy of
commendation.
No person other than the judges, herdsman or groom in charge of
the stock, and the Superintendent, will be permitted to enter the
exhibition ring during the exhibition of animals.
No stock will be permitted to enter the ring unless under the
halter or in the care of some competent groom.
Judges are also instructed, in all cases of an attempted
interference on the part of exhibitors with their deliberations and
decisions, to exclude the parties so offending from competition in
that particular class.

Purity
of blood, as established by pedigree, symmetry, size, early maturity
and general characteristics of the several breeds of animals will be
considered, and proper allowance made for age, feeding and other
circumstances.
Breeding animals, exhibited as such, much be in a breeding
condition, not barren animals.
Pedigree in cases must be perfectly satisfactory, and in
thoroughbred cattle the exhibitor must produce a copy of the
herd-book, record or certificate of acceptance, if required, to
entitle him to a premium.

Each
award must be written in a plain, careful manner, on the blank page
opposite the entry, and the reason for the award should be stated.

The
books must be returned by the Superintendent to the Secretary as soon
as the awards in each class are completed.

Great
care must be exercised to preserve the books of the Awarding
Committees, and the awards must be entered as above, in a plain,
legible manner, in the proper place, as the premiums are paid on the
authority of these entries only.
General
Rules
- Exhibitors
of animals must place the name of the particular breed to which each
animal [continued on page 9] belongs, in a conspicuous place in their
respective stalls,
- Hay,
Straw and water will be furnished on the ground without extra charge.
- No
article or animal entered for exhibition may be removed from the
grounds until 4 p.m. of the last day of the Fair, without the written
consent of the President of the Society.
- All
cattle and horses must be led into the ring when called for, or they
will be excluded from the competition.
- No
exhibitor of fruit will be permitted to retail fruit until noon of the
last day of the Fair.
Rules
applying to the Horse, Cattle, Sheep and Swine Department.
- Superintendents
of Horse and Cattle departments are ex-officio chairmen of
their respective committees, but not entitled to vote.
- All
votes shall be by ballot.
The animal receiving a majority, of the votes cast shall be
entitled to the premium.
- Each
premium shall be voted separately.
- In
case of a tie vote, another committeeman shall be called in by the
Superintendent and his vote shall be confined to the animals receiving
the greatest number of votes, and shall be final.
- Members
of Awarding Committees shall not, in any case, consult until after the
award is made.
- No
premiums will be paid to persons violating these rules.
Superintendents
of Departments
- Each
Superintendent will have the arrangement and supervision of all
articles or animals on exhibition in his department.
- He
will afford the Awarding Committees every facility for examination;
will affix the prizes, take charge of the committee books and return
them to the Secretary every night.
Every Superintendent will please call upon the Secretary
promptly at 2 p.m. on the second day of Fair for his class-books.
The
Marshal.
Will Execute the orders of the
President of the Society, and have charge of the police, and see that
order is maintained on the Fair Grounds; he will also see that none of the
rules of the Society are violated with impunity.
He will assist the Division Superintendents in calling the
committee together, and will see that there is no lack of forage or water
for stock and see that the daily programme is duly carried out.
The expenses of the Fair will first be paid, then the premiums will
be paid out of the receipts of the Fair, and in case the receipts are
insufficient to pay them in full they will be paid pro rata.
Admission
to the Grounds.
All
persons can obtain tickets for admission to the grounds at the entrance
gate at the following prices.

In order to avoid all misunderstandings, tickets of admissions once
will be taken up at the gate.
Tickets for the whole Fair will be retained by purchasers during
the whole Fair and will entitle them to entrance or exit, as they please.
‘Busses and carriages used to convey passengers will not be
allowed on the grounds except by special arrangement.
