Legislative Riot. To the People of Nebraska or Truth Versus Fiction.
The whole foundation and superstructure of the difficulty was that a minority attempted to force on the majority an obnoxious apportionment bill in the most unwarrantable manner; threatening to stop all legislation unless their bill passed, and the objection to the admission of Mr. Folfe, of Otoe, was only a part of the programme necessary to accomplish their purpose -- the opposition being solely based upon the fact that it would give to the opponents of the infamous apportionment bill a majority against its passage. It was in no sense a party measure, and all the miserable twaddle about "sixteen Republicans" is simply humbug. The Speaker by his own vote made it a tie and the question should have been lost, but instead the Speaker against all parliamentary precedent, declared the appeal was not sustained, and deadlocked the House. Speaker Chapin has since acknowledged his error in these rulings. In regard to the question of compromise on Monday, the statements of Mr. Chapin and friends are absolutely false. The first overtures for compromise were made by the seceders through a committee Messrs. Daily, Fuller, Kelly, Chapin and Hoile who sent through the Governor, a request for appointment of a like committee to meet for compromise and Messrs. Crawford, Childs and Parmelee were appointed, and terms were drawn up by Mr. McCann, at request of first committee.

Legislature, Called Session. Editorial. The Governor specifically states the legislation which is required, and from the amount of labor laid but, the session will prove a long and laborious one, at least 60 or 90 days. It is the real inauguration of a State Government for the people of Nebraska. We shall soon see how light the taxes are, how small the expenses are and how blessed the results when compared to the old pot-augor days of territoryhood. Otoe County, has large interests involved during the coming session and next to Douglas, pays more of the expenses of the State Government than any other and is entitled to be heard and every member from Otoe should be in his seat at first roll call. The State University will be located and Nebraska City desires it and also to retain the Capitol at Omaha and save the State the cost of a new State House. Appropriation Bills will be numerous. Large sums of money and many thousands of acres of land may be disposed of by the coming session. Upon every individual democrat rests the duty to ascertain certainly, that which is good for the greatest number and support it, and also to oppose that which is to benefit the few to the cost of the people.

Legislature. State Senate. May 25, 1867.
Senate Bill No. 7. Repealing the 'Interest Law", being under consideration Mr. Presson made a majority report in favor of the passage of the bill when Mr. Reeves submitted the following minority. The bill under consideration virtually repeals our present statute regulating interest, and declares parties may contract for any rate which may be agreed upon, and that the contract shall be valid and may be enforced at law. Another objection is found in the fact that it will hinder the development and improvement of the country. If a capitalist can lend his money at 20 to 40 per cent on good security, he will not run the risk of engaging in commerce, agriculture or the establishment of manufacturers for the simple reason that he can sit down on his easy chair and realize large profits by simply doing nothing to benefit the country; tile those who borrow cannot successfully prosecute their labors, because the payment of interest absorbs all their profits and cripples their energies. The present law reflects the wishes and meets the wants of the people and it is hoped to remain on the Statute Book.

Legislature. Concerning Presidential Electors, Editorial.
Constitution of the United States says - "Each State shall appoint, in such manner as the Legislature may direct, a number of Electors, equal to whole number of Senators and Representatives to which the State may be entitled in the Congress." The Legislature of Nebraska, either purposely or ignorantly, has not "directed" in what manner the three electors of Nebraska shall be appointed. An immediate extra session of the Legislature, which will cost the taxpayers of Nebraska at least $10,000, is the only means through which the voice of Nebraska may be legally heard in the coming national election.
