The Lay Electoral Conference of the North
Nebraska Conference of the Methodist Episcopal Church, for the
year 1899, convened at the Hanscom Park Methodist Episcopal Church
in Omaha, Nebraska, at 10 o'clock A. M.
Rev. F. M. Sisson, resident pastor, called the
Conference to order, and S. K. Warrick, of Battle Creek, and M. C.
Hazen, of Norfolk, were chosen temporary Chairman and Secretary,
respectively.
On motion, the following named Brothers were
appointed as a Committee on Credentials, viz.: Geo. Terwilliger,
of Wayne; Aaron Bovee, of Herman; W. E. Morgan, of Greeley.
A short recess was declared, pending the report
of the Committee on Credentials.
The Conference being called to order, George C.
Terwilliger, of the Committee on Credentials, submitted report of
charges in the Conference entitled to representation, and names of
delegates present.

On motion, the report of committee was
adopted, and the committee continued.
On motion, the temporary organization was made
permanent.
On motion, the following named Committee was
appointed to notify Bishop Warren that this Conference was
organized and was ready for business, viz: Chas. A. Goss, Omaha;
H. S. Reppert, Pierce; Morris E. Ford, Lyons.
On motion, the following named Committee was
appointed on resolutions: John Dale, Hanscom Park; J. J. Burley,
Fullerton; and Morris E. Ford, Lyons.
On motion, the Secretary was instructed to
prepare a synopsis of the minutes of this Conference, together
with a list of the delegates and the names of the charges they
represent, for the use of the Secretary of the Ministerial
Conference and publication in the minutes.
The Committee appointed to wait on the Bishop
returned, and reported that Bishop Warren had no recommendations
to offer, but be stated that he thought it useless to elect a
provisional delegate, as the membership of the Ministerial
Conference, as now determined, would not be sufficient to entitle
this Conference to three delegates to the General Conference,
which report was, on motion, adopted.
Moved that the Conference now proceed to vote by
ballot for two lay delegates to the next General Conference, and
that the first ballot be informal, which motion being put to a
vote, was adopted.
On motion, J. F. Hester, of Coleridge, and W. E.
Morgan, of Greeley, were appointed as tellers.

Charles A. Goss, of First Church, Omaha,
presented a resolution in regard to the Methodist Hospital at
Omaha, which resolution was, on motion, referred to the Committee
on Resolutions.
The Committee on Credentials made a supplemental
report, finding that J. A. McLaughlin was present and entitled to
a seat in this Conference as a delegate from Craig charge, which
report was adopted and J. A. McLaughlin seated as a delegate.
The informal ballot for two delegates to the
General Conference resulted as follows: J. W. Balson, 38; Charles
A. Goss, 55; John Dale, 14; Morris E. Ford, 13; C. H. Gray, 4; M.
D. Cameron, 3; J. W. Templin, 1; Wm. Gorst, 1; C. W. Mills, 1.
John Dale moved that the informal ballot be made
formal, and that Chas. A. Goss and J. W. Balson be elected as the
delegates to the next General Conference, which motion, being
seconded by Morris E. Ford, C. H. Gray and J. W. Templin, was
adopted.
Chas. A. Goss and J. W. Balson, delegates to
General Conference elect, were called for and addressed the
Conference.
On motion, Conference adjourned until 2 o'clock
P. M.
Conference re-convened at 2 o'clock
P. M.
Moved that the Conference proceed to the
election of two reserve delegates to the next General Conference,
which motion was put and carried.
The following Brothers were placed in
nomination, viz: Morris E. Ford, Lyons; John Dale, Hanscom Park;
J. W. Templin, St. Paul; J. J. Bailey, Fullerton, and B. M. Smith,
Osmond; and a ballot being taken, Morris E. Ford and B. M. Smith
were elected as reserve delegates.
On motion, Morris E. Ford was designated as a
reserve delegate to Chas. A. Goss, and B. M. Smith as a reserve
delegate of J. W. Balson.
Committee on Credentials reported the names of
Mrs. E. Hedden, as a delegate from Chambers charge, and W. H.
Tildell as a delegate from Benson charge, and recommended that
they be seated, which report was adopted and said persons being
present, were seated as delegates.
C. W. Miller was elected as provisional delegate
to the General Conference, and John Dale as a reserve provisional
delegate.

The Committee on resolutions reported as
follows:
WHEREAS, The Methodist
Episcopal Church recognizes among its watchwords "Intelligence and
Education", as witnessed by its institutions of learning and its
mighty denominational press, and
WHEREAS, The Omaha
Christian Advocate, on account of its geographical location
being in the midst of the great Missouri Valley, and located in
the principal city thereof, and is the natural representative of
the mighty Methodist constituency therein, and also on account of
its own intrinsic excellence and the success that has attended it.
Therefore
Resolved, That we instruct our
representatives in the next General Conference to use all
honorable means to have it placed on a par with the other members
of the Advocate family, and also
Resolved, That in view of the fact that
the States of Nebraska, Kansas, Western Iowa and the Black Hills
have no facilities for purchasing Methodist Literature nearer than
Chicago or St. Louis, that we, as a Lay Electoral Conference, also
ask our representatives to, if possible, induce the Book Concern
of our Church to establish a depository in the City of Omaha.
Resolved, That it is the sense of this
Lay Electoral Conference in convention assembled, that after a
Presiding Elder shall have served for six consecutive years in One
Conference, that he be ineligible to serve longer in the same
Conference until after he shall have served a full term of five
years in the pastorate. And be it further
Resolved, That a copy of this resolution
be sent to the North Nebraska Annual (ministerial) Conference, now
in session.
WHEREAS, There are many
hospitals called Methodist, which desire to be fully so in fact as
well as in name, and we have also within our own Conference, one
that is doing a large and rapidly increasing work for the Church
and Master; and
WHEREAS, The laws of the
Church make no adequate provision for the control of the affairs,
and for the vesting of the title to hospital property in the
Church, therefore be it
Resolved, That our delegates to the
General Conference be requested to memorialize the General
Conference to take such action

as will put our hospitals and hospital property under the
control and ownership of the Church.

Said report was taken up by resolutions, and each adopted.
On motion of John Dale, the following
resolutions were unanimously adopted:
Resolved, That this Conference hereby
acknowledge our gratitude to Almighty God for sparing the life and
bringing to our Conference our beloved Bishop, H. W. Warren.
On motion, a vote of thanks was extended to the
members of Hanscom Park Church and the people of Omaha for their
royal hospitality.
Dr. J. W. Shenk was introduced, and addressed
the Conference on behalf of the Omaha Christian
Advocate.
Frank L. Hunt, of Chicago, was introduced, and
addressed the Conference in regard to church insurance.
On motion, the Conference recommended to the
different Church authorities the Board of Insurance of the M. E.
Church.
The following resolution was adopted:
Resolved, That we express our sympathy to
Dr. J. B. Maxfield in his affliction, and the hope and prayer that
he may soon be restored to health.
The minutes were read, amended, and, on motion,
approved.
On motion, a vote of thanks was extended to the
President and Secretary for their services.
On motion, the Conference was adjourned until
the next day at 8:30 A. M., to meet with
the Ministerial Conference.

The lay Electoral Conference reconvened
Saturday, September 30, 1899, at 9 o'clock A.
M. The Secretary being absent, George C. Terwilliger was
appointed by the chair as Secretary pro tem.
On motion, it was ordered that we adjourn to
meet in joint session with the Ministerial body of the North
Nebraska Conference this morning in joint session, whereupon the
Lay Electoral Conference repaired to the room of the Ministerial
body, and were cordially greeted by that body. The Chairman and
Acting Secretary of the Lay body were introduced to the joint
session by the Bishop, and accorded to the honor of seats on the
platform with our beloved Bishop Warren. Chairman Warrick
addressed the joint session, which was responded to by Bishop
Warren in a most cordial manner. Chairman then announced the
election, by the Lay Electoral Conference, of Charles A. Goss, of
Omaha, and John W. Baldwin as delegates to the General Conference,
to convene in Chicago, Ills., the first Wednesday in May, 1900;
and the election of Morris E. Ford, of Lyons, and Banks M. Smith,
of Osmond, as reserve delegates; after which the Lay body returned
to the room of its separate session.
On motion -- after the benediction by Rev. G. W.
Kliver, of Ponca -- the Lay Electoral Conference stood adjourned
sine die.
