Your committee on State University Pastor
submits the following report: 1st, We recommend the appointment of
a State University Student Pastor.
2. Said pastor shall be under the direct
supervision of the City Evangelization Union of Lincoln, Nebraska,
together with the district superintendent of the Lincoln district
and the resident bishop; and shall make regular reports of his
work to the City Evangelization Union.
3. a. The salary of the student pastor shall not
exceed $1,500.
b. Additional $200, or such part of it as may be
necessary shall be allowed as an expense fund for entertainment,
social work, etc., report of which shall be filed with the City
Evangelization Union.
4. Said salary and expense fund shall be raised
by a per capita assessment of 4 cents for each full member of the
church within the bounds of the Nebraska Conference.
5. We recommend that the treasurer of the City
Evangelization Union be the treasurer of this fund, and shall
report all collections and disbursements to the Annual
Conference.
6. In order that there may be a regular monthly
income, we recommend that the district superintendents co-operate
with the treasurer of the City Evangelization Union in securing a
prompt remittance of the amount due from their respective
districts, in the following order.
S. D. BARTLE, Chairman,
A. A BROOKS, Secretary.
We believe that if we but use the best
methods in the Sunday School, such as graded lessons, organized
classes, and teachers' training, and emphasize missions,
temperance, and Sabbath observance today, we can tomorrow throttle
the saloon, clean up the Sabbath, and conquer the world for
Christ.
We therefore recommend these methods to your
serious attention.
JOHN T. ROWAN, Chairman.
E. L. HOLLINGSWORTH, Sec.

TEMPERANCE
We rejoice in the splendid work of our church
temperance society under the able and successful leadership of Dr.
Clarence True Wilson.
We urge every charge to raise the full amount
asked for this society.
We urge that our Sunday schools organize into
temperance societies as provided by the discipline, that
temperance Sundays be observed with appropriate exercises and that
a campaign of pledge signing be carried on as far as possible.
We listened with profit and pleasure to the
addresses of Rev. Harry G. McCain, extension secretary of our
church society, and H. F. Carson, superintendent of the Nebraska
Anti- Saloon League.
We rejoice in the great progress made in the
last few months, and that the day is dawning when there will not
be a legalized saloon on American soil.
We rejoice that the Anti-Saloon League of
America, of which our own Bishop Wilson is president, is about to
inaugurate a campaign for national prohibition.
We commend the work of the Anti-Saloon League in
our state and pledge our hearty co-operation to it in the campaign
it is inaugurating which will end in state-wide prohibition.
We recommend for trustees of the Anti-Saloon
League of Nebraska: H. H. Millard, John Grant Shick, Mrs, C. C.
White, U. G. Brown, M. B. Carman and Allen Chamberlain.
G. M. BING, Chairman.
F. A. HIGH, Secretary.
The Board of Trustees of the Nebraska Wesleyan University shall be constituted as follows: Six members shall be elected by the Northwest Nebraska Conference from within its boundaries, eighteen members by the consolidated Nebraska Conference from within its boundaries, four members by the Alumni Association of this University and nine members at large to be selected by the Board of Trustees of the University. Said board shall have perpetual succession and shall hold the property of this University for and in behalf of the Methodist Episcopal Church of Nebraska and to be devoted to the purposes of education and not for the primary benefit of said trustees or their successors. The members of the present Board of Trustees shall hold their respective offices during the period for which they were elected. The members to be elected by each conference and at large by the trustees shall be elected one-third annually and hold their office for a

|
period of three years. Those to be elected by the Alumni Association shall be elected one member annually and hold for a term of four years.
We recommend that hereafter the work done by
these two committees be done by one committee to be known as the
Committee on on Education.
The Board of Education.--The scope of the
work done by the Board of Education under recent legislation is
rapidly enlarging. The Children's Day Loan Fund aids 2,000
students yearly, a most worthy work is carried on among the
mountaineers of the south; and in addition the Board is striving
to help our colleges and secondary schools to meet their
increasing burdens. Dr. Nicholson, Secretary of the Board, is
endeavoring to carry out a great educational program. His
presence, inspiration, and helpfulness in our local educational
problem are gratefully acknowledgd (sic).
Theological Seminaries.---A trained
ministry is essential to a winning church. We recommend our
Theological Seminaries, Drew, Boston, Garrett and Iliff as
educational institutions that are true to modern educational
ideals and that conserve vital piety. We warn our young preachers
that the increasing difficulties in the ministry make the best
preparation of the utmost importance.
Nebraska Wesleyan University.--We declare
our loyalty to the cause of Christian education and our belief
that it is fundamental to the building of the Kingdom. We believe
that the success of the Nebraska Wesleyan University in a large
way is essential to the progress of all the enterprises of our
church in the state. We declare our continued and hearty
co-operation with this worthy institution. We endorse the plan to
endow the Chancellor's chair by the Epworth Leagues of the state
and will help to carry it out.
We believe the campaign for $400,000 launched in
January, 1912, should be continued until the whole amount has been
secured.
In view of various embarrassments to the work of
the current year, we ask the District Superintendents to apportion
to the charges a sum equivalent to fifty cents a member for the
conference sustentation fund, and pledge ourselves to use utmost
endeavor to raise this amount in full on every charge. To this
end, designate the last Sunday in October, 1913 as the day when
this collection shall be taken simultaneously in all the charges,
and ask that as much of the money as possible be collected and
forwarded to the Treasurer of the University so that interest
charges may be reduced. In case the day set is not acceptable to
individual churches, a succeeding Sunday before Thanksgiving is
designated.

We also suggest that all amounts received in
excess to $15,000 be applied on the reduction of the present
indebtedness.
We request the election of a conference Board of
Education in accordance with praragraph (sic) 448 of the
Discipline. This Board shall cooperate with the pastors in the
endeavor to raise the Conference University Collection in full and
also with Dr. Schreckengast and the University authorities in the
prosecution of the work of securing larger amounts toward the
completion of the $400,000 fund.
Children's Day.--We wish to emphasize the
importance of Children's Day and urge that it be observed in
accordance with the Discipline, that the people may be informed of
the needs and use of the Children's Day Fund, and the collection
be set apart for the same.
We desire to express our high appreciation of
the educational and inspirational value of the addresses of Dr. H.
F. Rall and the generous way he is giving his life energies for a
richer ministry for the middle west.
Visitors:
Garrett Biblical Institute, O. W. Rummell and W. B. Alexander.COMMITTEE.
Resolved, that the society at Murphy, Nebraska, be permitted to move the church building known as Wesley Chapel, on the Phillips charge, to Murphy, to be used as a Methodist Episcopal Church according to the discipline of said church. If this is not done the building shall be sold according to the discipline. Provided, however, that the claim of the Board of Home Missions and Church Extension on the property where now situated shall be transferred to the real estate on which said church shall be placed, and shall be duly secured by mortgage given thereon by the Board of Trustees of said Murphy society.
B. W. MARSH.
Believing that many of the great principles for which we con tend in civic righteousness and moral reform will be enhanced by the ballot in the hands of women, and believing this step to be in accord with the ideals of a true democracy and an act of human justice, we do hereby endorse the campaign now on in Nebraska for woman suffrage
