JOURNAL OF PROCEEDINGS the development of our manufacturing advantages, is due in a great measure to the earnest and enthusiastic manner in which Gov. Furnas has devoted his time, money and personal labors to the advancement of these material interests of the State.

Mr. Winslow submitted several amendments to the by-laws which were on motion referred to the board of managers, and committee on by-laws.The Secretary submitted to the Board the resignation of Judge O. P. Mason, as one of the Board. which resignation was on motion accepted, and on motion of James W. Moore, Hon. J. F. Kinney was elected to fill the vacancy with but two dissenting votes.
On motion the Board took a recess until 7 o'clock p. m.

The Board met pursuant to adjournment.
President Morton in the chair and Secretary Wheeler at his desk.
President Morton announced the following committees upon premium list, and the same persons are to act as superintendent of the several classes to which they have been designated, viz.:

It was moved that the resignation be accepted, on which the Ayes and Nays were called, and with the following result:
Ayes: James M. Woods.
Nays: D. H. Wheeler, J. W. Moore, M. Dunham, J. H. Gregg, N. W. Wells, M. Stocking, John Keith, R. W. Furnas, C. H. Winslow, H. C. Addis, J. Vallery, Sr., J. T. Allan, Geo. P. Eaton, R. Daniels, J. S. Morton, O. H. Irish, C. Rathmann, C. A. Baldwin, J. D. Spearman.
Thereupon, the President declared the resignation not accepted.
General Brisbin thereupon said, that, as the Board had refused to accept the resignation tendered, he would endeavor to discharge the duties required of him as a member of the Board.
On motion, the Board adjourned until 9 o'clock to-morrow morning, January 8th, 1874.
JANUARY 8th, 1874, 9 A. M.
State Board of Agriculture met, pursuant to adjournment; officers and members as of yesterday.
General Brisbin called up the question of salary of Secretary.
James M. Woods, of Cass county, thereupon, offered the following resolution
Resolved, That the Secretary be allowed the sum of Eight Hundred Dollars for his services for the year 1874, and that the Board pay such assistant secretaries as he may need during the holding of the fair.
Mr. Geo. P. Eaton offered the following as an amendment to Mr. Woods' resolution
Strike out "Eight Hundred," and insert ''One Thousand,"

and that the Board "furnish the necessary assistant Secretaries during the fair, and pay them not exceeding four dollars per day."
The Ayes and Nays were called upon the amendment offered by Mr. Eaton, and resulted as follows:

So the amendment was declared, by the President, to have been adopted.
The Resolution of James M. Woods, as amended, would, therefore, be as follows:
Resolved, That the Secretary be allowed One Thousand Dollars for his services, for 1874, and that the Board furnish the necessary assistant Secretaries, during the fair, and pay them not exceeding four dollars per day.
On the motion to adopt, the Ayes and Nays being called, resulted as follows:

Thereupon, the President declared the Resolution as amended, by Mr. Eaton, adopted by the Board.
C. A. Baldwin offered the following Resolution:
Resolved, That the President of the State Board of Agriculture be directed to prepare and publish a report of the Agricultural and Horticultural Statistics of Nebraska for the year 1873, and, for that purpose, the sum of Five Hundred Dollars, or so much thereof as shall be necessary, be appropriated from any funds belonging to said Society, to pay for publishing 2000 copies of said statistical report.

On motion, the resolution was unanimously adopted.
President Morton announced that in Michigan and some others of the States, it was usual and customary for railroads who issued commutation tickets to State Fairs, to pay the State Boards of Agriculture, for the benefit of the Fair, five per cent, of the ticket receipts of each of the railroads, and thereupon appointed as a committee to confer with the railroads on the subject, Messrs. R. W. Furnas, J. W. Moore and D. H. Wheeler, which appointment was approved by the Board.
On motion of Governor Furnas, President J. S. Morton was made chairman of the Committee to confer with the railroads.
M. Stocking moved that the Annual Fair for 1874, be held commencing September 29th.
Motion lost..
M. Dunham moved that the President and Secretary be and they are hereby authorized to designate the time for holding the Annual Fair for 1874.
Carried.
C. H. Walker offered the following resolution, which was, on motion, unanimously adopted:
Resolved, That the Second Wednesday of April of each year be, and the same is hereby designated, dedicated and set apart as Arbor Day, for the State of Nebraska, and that the Agriculturists of Nebraska, be requested to petition the Legislature to make said "Arbor Day" a legal holiday; that until so made a holiday, the Governor be requested to call attention to said" Arbor Day" by proclamation, and request the people of the State to observe it by planting Forest, Fruit and Ornamental Trees.
J M. Woods offered the following resolution, which was, on motion, unanimously adopted, viz:
Resolved, That J. Sterling Morton, Gen'l J. S. Brisbin and D. H, Wheeler, be, and they are hereby appointed a special committee, upon the behalf of the State Board of Agriculture, to memorialize the Legislature of Nebraska, to place the State Board of Imigration (sic) under the charge and control of the State Agricultural Board.
The following resolution, laid' upon the table yesterday, was

called up by Gen'l Brisbin, and upon motion, was unanimously adopted, viz:
Resolved, That the Annual Fair of the State Board of Agriculture of Nebraska for 1874 be held at Omaha City, Nebraska, provided satisfactory assurances are given the Board of Managers as to the arrangements and improvements of the Fair Grounds, for the accommodation of the Fair, for accommodation at hotels, and facilities for local transportation of freight and passengers to and from the Fair Grounds.
C. H. Winslow offered the following resolution, which was unanimously adopted
Resolved, That the annual address before the State Board of. Agriculture for 1874, be delivered on Wednesday evening of the Fair week, in some suitable hail in the city of Omaha
C. H. Winslow offered the following resolution, which was unanimously adopted, viz:
Resolved, That the members of the State Board of Agriculture not in attendance upon the January meeting (1874) of the Board, be requested by the Secretary to resign their membership, or give some valid excuse for not being present, so that the Board may fill the vacancies with members who will attend, and become active members in the Board.
On motion of Mr. Allan, Mr. Boyd and J. M. Wood were called upon to give statistics relative to the number of hogs purchased and slaughtered by them respectively.
Thereupon, Mr. J. E. Boyd and J. M. Woods, gave a statistical account of their operations.

committee upon amounts, submitted the following
Your committee appointed to audit the accounts to be paid by the .Treasurer for the year 1873, beg leave to report, that fifty-two accounts have been audited and approved, amounting to -------- Two accounts for near three thousand dollars were presented by the Lincoln Journal Company for printing the fourth annual reports of the President, and Secretary of the State Board of Agriculture. JOURNAL OF PROCEEDINGS are not apprised of any action being taken by this Board in regard to ordering the printing of the same; these accounts were consequently not approved.
An account, No. 39, for $441.75, for lithographs, which, as we understand, was an additional expense incurred by said Journal Company in printing said reports, over and above the two named accounts presented. This was allowed upon the condition that in a final settlement of these accounts with the State, or State Board of Agriculture, the same was to be deducted from the two accounts, first named, if on investigation it should be ascertained they were not properly authorized. We have not been able to ascertain who ordered this additional expense, and by what authority it was incurred.
Your committee find more irregularity in the printing accounts presented than any other class. Some being reasonable and just, while a majority for the same labor are extravagantly high. We would, therefore, recommend that all printing of a general character be let to the lowest bidder. Such a course certainly would, from information now in possession of your committee, greatly reduce the expenses of the printing necessary to be done by this Board,

On motion, the committee were requested to make a report on all accounts as soon as passed upon, to the Secretary, and further time was granted the committee to make said report.
On motion, the Board adjourned to meet at 2 o'clock p. m.
JANUARY 8TH, 2 O'CLOCK P. M.
The State Board of Agriculture met pursuant to adjournment, with officers and members as before.
On motion, Mr. Geo. P. Eaton, was appointed a special committee of one to examine and report to the Board the Journal Company claims against the State Board of Agriculture.

Mr. Dunham moved that the committee upon Essays, Gov. R. W. Furnas, Judge Geo. B. Lake and Senator P. W. Hitchcock, be and they are hereby requested to report their awards to Secretary D. H. Wheeler, at the earliest possible moment, and that President Morton be requested to see that the lands awarded by the committee be properly conveyed to the successful competitors.
Motion carried.

On motion, the thanks of the State Board of Agriculture were tendered to Geo. W. Thrall, proprietor of the Grand Central Hotel, for his courteous attention to, the Board of Agriculture during the present session.Mr. J. W. Moore moved, that the thanks of the State Board of Agriculture be, and they are hereby extended to the Burlington &

JOURNAL OF PROCEEDINGS Missouri River Railroad in Nebraska. the Union Pacific Railroad, the Omaha & Northwestern Railroad, and the Midland Pacific Railroad, for courtesies extended to members of the State Board of Agriculture at this session of the Board.
Motion unanimbusly (sic) adopted.
Mr. C. H. Winslow moved that the thanks of the State Board of Agriculture be, and the same are hereby tendered the Omaha Herald, and Omaha Republican, for the very full and correct reports of the proceedings of the Board, at this session.
Motion unanimously adopted.
By Mr. Winslow:
Resolved, That the charge for admission to Fair for 1874, the offering of inducements to farmers to attend with their teams, during the Fair, and all matters relating thereto, be referred to the Board of Managers.
Carried.
Mr. Emery, of Douglas, offered the following resolution, which was referred to the Board of Managers, viz:
Resolved, That all thoroughbred stock shall be entitled to all the privileges and accommodations of the Fair Grounds whether entered to compete for premiums or not.
On motion, the Board adjourned, subject to the call of the President.

The Committee experienced great difficulty in arriving at conclusions satisfactory even to themselves. There were 64 entries for 116 premiums, all being confined to the same text. The competitive articles were necessarily similar in leading characteristics, hence a difficulty in deciding upon the merits of the several papers.
