Chris Rathmann, Ft. Calhoun, Washington county.President Morton stated that Special Policeman G. E. Beach, of Nebraska City, had arrested a person in the act of picking pockets on the grounds, and had the pick pocket lodged in the county jail, and that he being a poor man, could not attend the trial unless his expenses were paid, whereupon Gov. Furnas moved that the Treasurer be and he is hereby instructed to pay the necessary expenses of Mr. Beach, and request him to attend the District Court, and the Secretary draw an order on the Treasurer for the amount of the same. Carried.
An account and report from the State Journal Company for $3,073.59 was presented, which is as follows:

The work for which this bill is presented was done by order, and the volume received by the State Board of Agriculture while I was president. The within bill is correct.

LINCOLN, Neb., Sept. 28, 1874.
To the Nebraska State Board of Agriculture:
GENTLEMEN :.-Your committee to whom was assigned the duty of examing (sic) into the printing accounts of the State Journal Company, beg leave to report as follows:
I have examined the accounts of the said Company for work done for the State Board of Agriculture, and find that in connection with printing and publishing the last annual report of this Board, they have done work to the amount of six thousand five hundred and fifteen (6,515.09) dollars and nine cents; that $6,073.59 of this amount was for printing, binding, etc., of the report proper, and that $441.45 of the amount was for lithograph of the State University, printing and putting into the report 90,000 views of Nebraska scenery, the plates for which were furnished by the B. & M. R. R. Co., and for which no charge was made by the State Journal Co. I also find that the prices charged for the work are just and reasonable. I also find that $3,000 of the amount has been paid by the State, as per appropriation made at the last session of the Legislature, and that the $441.45 for the University cut, views, etc., has been paid, and that the proper credit has been given for said amounts upon the books of said company, leaving a balance of three thousand seventy three ($3,073.59) dollars and fifty-nine cents still due said company. I further find, upon examination, that it was understood by

the State Journal Company and by the President and Secretary of the State Board of Agriculture, that the work as desired by the board officers, would far exceed the amount of the appropriation made by the Legislature, and that the officers of the Board instructed said company to proceed with the work as desired, stating that certain sums of money, appropriated for the use of the Board, that could be used in the payment of the amount in excess of the Legislative appropriation, and that the Board would pay whatever stun the work amounted to in excess of the $3,000 Legislative appropriation. I also find that the said company proceeded in good faith upon the representations to print a much larger volume, and a much greater number of copies than they otherwise would have done. I also find that the work was done by the direction of the officers of the Board, and in such manner and style as to be fully satisfactory to them, and has been received by them.
In conclusion, allow me to say, that from all the information I have been able to gather, I am of the opinion that the State Board of Agriculture is fully indebted to the State Journal Company in the sum of Three Thousand and Seventy-three ($3,073.59) dollars and fifty-nine cents, and that the same should be paid.

To the State Board of Agriculture, State of Nebraska:
Your committee appointed to audit the accounts to be paid by the Treasurer for the year 1873, beg leave to report that 91 accounts have been presented and approved, amounting to four thousand nine hundred and twenty-one dollars and 14 cents. Two accounts, for near three thousand dollars, were presented by the Lincoln Journal Company for printing the reports of the fourth annual report of the State Board of Agriculture. We are not aware of any action being taken by this board with regard to ordering the printing of the same. These accounts were consequently not approved by this committee, an account, No. 39, for four hundred and forty-one dollars and 75 cents for lithographs, which, as we understand, was an additional expense incurred by said Journal Company in printing said reports over and above the two named accounts presented, were allowed upon the condition that in a final settlement of these accounts with the State Board of Agriculture the same was to be deducted from the first two named bills. We have not been able to ascertain who ordered this additional expense, or by what authority it was incurred.
Your committee find more irregularity in the printing accounts presented than any other class; some being reasonable and just, while a

majority for the same labor performed are unreasonably high. We would therefore recommend that all printing of a general character be let to the lowest bidder. Such a course would certainly, from information now in possession of your committee, greatly reduce the expenses of the printing necessary to be done by the board.
Hereunto attached will be found number of accounts presented to be audited with the amount of each account:

JOURNAL OF PROCEEDINGS Mr. C. H. Winslow moved that the account be indefinitely postponed.
General Brisbin offered as a substitute for Mr. Winslow's motion, the following, which was accepted by Mr. Winslow and adopted by the board:
"Resolved That a committee of five be appointed by the President of the State Board of Agriculture to lay before the Legislature of Nebraska at its next session all the facts connected with the printing of the State Agricultural Report of 1872, and ask a sufficient appropriation to pay $3,073.50 balance due State Journal Company for printing said report."
The President apppointed (sic) as such committee:
Hon. Guy C. Barton, chairman, Gov. R. W. Furnas, C. H. Winslow, George P. Eaton, Silas Garber.
The following (sic) communication was received from J. H. Painter, Editor of the Nebraska Patron:
To the President and Board of Agriculture of Nebraska:
GENTLEMEN:--Having witnessed in your Annual Exposition as fine stock as I have ever witnessed before, I make through you a proposition to the owners of said stock to-wit: Any one sending me the pedigree of their stock with the engraving representing it, I will publish it free in the Nebraska Patron, an agricultural paper circulating throughout every county in this State, and in several other States, said engraving and pedigree, and any remarks the owner of said stock may desire. We have in Lincoln now an expert engraver who can furnish the engraving, from a photgraph (sic) or drawing, of any animal for about eight dollars, and the publication is free to all.

Gov. R. W. Furnas moved that the State Fair of 1875 be held at Omaha. Carried unanimously.Mr. Dunham moved that a vote of thanks of the Board be extended to John T. Edgar for his valuable services as General Superintendent of the Fair in 1874. Carried unanimously.
J. T. Allan stated that Mr. Edgar had refused to receive any compensation for his services as Superintendent, and it was thereupon

moved, and unanimously carried, that the Board of Managers be and they are hereby instructed to purchase a "gold headed cane" of value equal to his services, and have the same properly engraved, and presented to John T. Edgar, with the thanks of the Board, as an acknowledgment of the Board for the valuable services rendered by him during the present Fair; and the President and Secretary were instructed to draw an order on the Treasurer in payment for the same.
Mr. Woods moved that the Board of Managers be requested and required to present bills of disbursements made by them in the discharge of their duties as Managers, for the past year, and that the President and Secretary be and they are hereby instructed to draw orders on the Treasurer for the payment of said accounts.
On motion the Board proceeded to the election of Members of the Board to fill the places of members whose term expires at this time.
Thereupon, the following named persons were elected members of the Board for two years, viz.:

M. Stocking, Wahoo, Saunders county.
C. H. Walker, Bloomington, Franklin county.
J. M. Woods, Syracuse, Otoe county:Thereupon, upon motion the following members of the Board were elected to fill vacancies caused by the non-attendance of members elected at the September meeting, 1873, viz.: N. S. Belden; of North Bend, Dodge county, was elected to fill place of W. H. Ely, John H. Mickay, of Osceola, Polk county, to fill place of J. D. Moore, of

The Board being now full, thereupon proceeded to the election of officers for the ensuing year, which resulted as follows, viz.
J. Sterling Morton was elected President by acclamation.
M. Dunham was elected 1st Vice-President by acclamation.
C. H. Walker was elected 2d Vice-President by acclamation.James M. Woods nominated James T. Allen for Secretary, and H. P. Coolidge nominated D.H. Wheeler for secretary.
The president thereupon appointed C. H. Winslow and J. Vallery, Sr., of Cass county for tellers, and thereupon a ballot was had, which resulted in
Fourteen votes for D. H. Wheeler,
Eight votes for J. T. Allan,
One vote blank.D. H. Wheeler, hawing received a majority of all the votes cast, was declared duly elected Secretary for the ensuing year.
James W. Moore was elected Treasurer by acclamation.
Gov. Furnas offered the following resolution.
Resolved, That a committee of five be appointed on Premium List., whose duty it shall be to prepare and report to the Board at its coming January meeting a list of premiums to be awarded at the next annual Fair. Carried.
The President appointed as such committee Messrs. Furnas, Mathewson, Wells, Spearman and Wheeler.
On motion it was ordered that the police bills be paid when presented approved by M. Dunham, superintendent of police.
General Brisbin offered the following:
Resolved, That a committee of three be appointed by the President to receive and audit the bills of the State Board of Agriculture, contracted from October 5, 1873, to October 5, 1874, and that the committee be instructed to make and publish an itemized report of the same in two daily papers at Omaha. Adopted.
The President appointed as such committee Messrs. Dunham. J. T. Allan and Winslow.

On motion the consideration of the resignation of Gen. Brisbin was indefinitely postponed by a unanimous vote.
M. Dunham moved that the president be authorized to pay the traveling and hotel expenses of Prof. A. L. Perry, and that the president procure the printing of the usual number of copies of the address for distribution. The thanks of the board were tendered Prof. A. L. Perry for his address.
J. Sterling Morton tendered his resignition as President of the State Board of Agriculture, to take effect January 1, 1875.
On motion the consideration of same was postponed until the January meeting, 1875. M. DUNHAM, V. P.

Barton, and the following Presidents of county societies C. Mathewson, Madison county, J. D. Spearman, Sarpy county, -----Brown, Seward county, H. C. Dawson, Jefferson county.
Messrs. C. A. Baldwin,, secretary of the Douglas County Agricultural Society, and W. D. Wildman, secretary Red Willow County Agricultural Society, were invited to seats, and to participate in the discussions of the Board at this meeting.
