It does appear that this Russell Chaffee was the brother of Newton Chaffee and the son of William & Cornelia Chaffee.
The 1870 census shows the family in Utica, Winona, MN with the spelling "Chafney". The 1875 Minnesota census has the spelling "Chaffy" in Norton, Winona, MN. The ages and places of birth shown for brothers Russell and Newton match with the information given in Russell's obit and from your email.
Russel & Jessie Chaffee appear in the 1910, 1920, and 1930 census reports in Hixon, Clark County, Wisconsin.
