tive alike to the physical, mental, moral and spiritual powers of our race, and
WHEREAS, the traffic in intoxicating liquors, carried on in city, town and country by the open saloon, is it determined and aggressive foe of the individual, the home, the church and the state, and is allied with crime and with political corruption and is avowing itself to be in open rebellion against all laws designed to restrain or prohibit it; is a corrupter of youth, an assassin of womanhood, a would-be destroyer of the American Sabbath and utterly at enmity with all the Christian church is instituted to accomplish.
Resolved, 1st, That we declare it to be the duty of every Methodist, to use his influence by precept and example for total abstinence from all which can intoxicate. 2d, That we reaffirm the action of our General Conference relative to the iniquity of legalizing the sale of intoxicants as beverages. 3d, That we commend the honest and courageous course pursued in New York City by Commissioner Roosevelt and his associates in the enforcement of law against this traffic -- giving our metropolis once more a Sabbath free from the awful wrong of an open saloon and its dire effects, and compelling those who are in the business to know and admit that prohibition does prohibit when enforced by a man of character who keeps his oath of office. 4th, That we demand of all executive officers a like fidelity in the discharge of their duties in an absolute enforcement of all existing laws for the curtailment and prohibition of this traffic. 5th, That we declare for the enactment of State and National prohibition of the liquor traffic as the only method by which this arch enemy of humanity can be driven from our land and our people delivered from the blighting influences which it has brought upon us.

TRACTS.WHEREAS, The tract has wonderful evangelizing influence and has proven itself to be a great factor in leading men and women to Christ and is to be had at so small a cost, and is so admirably adapted to the varied needs of society, and that any church may have a grant of tracts "to the amount of half its last collection," we recommend our people to secure a full supply and use them to assist in enlightening the unsaved, that they maybe led into a Christian life. We would also call your attention to the fact that each year our Tract Society contributes to our missions about $6,000 in "books and periodicals in foreign languages," thus in a marked manner aiding the cause of missions, and we find by referring to our statistics that a large number of charges have failed during the last year to report any collection for this cause, we urge more careful attention to this particular interest, for the good of the society, the honor of the church, and glory of God.

FREEDMEN'S AID AND SOUTHERN EDUCATION.We rejoice in the continued prosperity and increasing usefulness of this Society. In its forty-five institutions of learning we recognize the chief means for the permanent uplift of both the colored and the white people in that portion of our country. The four hundred and fifty-nine teachers and the more than eight thousand students constitute a mighty force for enlightenment and evangelization. The collections in this Conference this year are $283, being $67 less than last year. We heartily accept the apportionment of $684 for the coming year, and gladly promise to do our best to raise the full amount.

Further, we recommend that the Conference Secretary be instructed to purchase a suitable book in which to keep a summary of the statements made from year to year concerning the condition of the Conference Claimants, that it may be used as a book of reference for the Conference Stewards. Also, that a committee be appointed to formulate a plan for raising a Conference Claimant's fund and that said committee shall report to this Conference.

WOMAN'S HOME AND WOMAN'S FOREIGN MISSIONARY SOCIETIES.We gratefully appreciate the work of these two Sisters of Charity. ARMENIA.Your committee, to whom was referred some papers on Armenia recommend the following: 1. We very much deplore the anarchal (sic) and lawless condition of that unfortunate country. 2. CONFERENCE COURSE OF STUDY AND EXAMINATIONS.
REPORT OF COMMISSION.We recommend the following: (1) A Board of Examiners shall be constituted, consisting of sixteen Elders, who at the first shall be nominated by the Presiding Elders, and elected by the Conference, and shall serve for terms of years as follows: Four for one year, four for two years, four for three years and four for four years. After the election of the first Board, all nominations shall be by the Board, and four members shall be

elected annually by the Conference to serve for a term of four years or until their successors are elected. Vacancies occurring in the interim of the conference shall be filled by the Board. (2) Immediately after their election, the Board shall organize and elect a President and Secretary, and divide the entire course of study prescribed in the discipline for traveling and local preachers into fifteen parts, and assign one department to each of their number, except the Secretary. (3) The Secretary shall keep a record of all meetings of the Board, a roster of all the undergraduate Ministers of the Conference, traveling and local, and keep a record of the examinations of each student. (4) The Board shall hold one stated meeting annually, viz: On the Tuesday preceding the session of the Conference at the seat of the Conference. The annual meetings shall be for consultation, the transaction of such business as may be necessary, outlining the work for the coming year, and also for reviews, drills, quizzes, lectures, etcetera, for the benefit of the undergraduates, all of whom shall be required to be in attendance. The program for this meeting shall be arranged by the President, Secretary, and three other members elected at the previous annual meeting. (5) Each examiner shall without delay prepare written lists of questions, covering the studies in his department, and shall arrange for examinations to be held during the year as follows: Any student having concluded a thorough study of any book in the course, shall indicate that fact to the examiner in that department, who shall without delay arrange to have an examination conducted in the presence of one of the examiners who may be near at hand, or a neighboring pastor, or Presiding Elder -- due precautions being taken that the examinations be both fair and thorough. Every probationer or undergraduate member of the Conference must accomplish his examination prior to the annual meeting of the Board. The examinations, both questions and answers shall be in writing, and shall consist of not less than 20 nor more than 50 questions on each book, and shall be marked on the scale of 100, and a standing of 70 in each study shall be required to pass.
(6) The Board of Examiners shall have authority to make such subsidiary rules as may be necessary to carry out this order of the conference, provided that such subsidiary rules shall not conflict with these rules, nor with the discipline of the church. (7) The entire plan of studies with the names of the examiners shall be published in the minutes of the Conference. (8) In nominating to fill vacancies, twice as many names shall be presented to the Conference as there are vacancies to fill, the vote to elect being by ballot.

Dear Fathers and Brethren. -- We the members of the North Nebraska Annual Conference, being acquainted with the circumstances involved, and believing it to be for the best interest of the church at large, respectfully memorialize your honorable body, asking that the Omaha Christian Advocate be continued as an official organ of the Methodist Episcopal Church, and that it further be made a regular publication of the Book Concern. We also ask that at the earliest possible time a Book Depository be established therewith, in the city of Omaha.

MINUTES OF LAY ELECTORAL CONFERENCE. The Lay Electoral Conference of the North Nebraska Annual Conference met in Fremont Nebraska, at the Congregational church, at 2 P. M., Friday Oct. 4, 1895.
The Conference was called to order by Rev. F. M. Sisson, pastor of the local M. E. Church. After extending a hearty welcome, Judge J. Fawcett, of Omaha, was elected Chairman and W. R. Jackson of O'Neill, Secretary.
A committee of four, appointed on credentials reported, and it was found that 67 delegates were present. Pending their report, Chancellor Crook was introduced and gave an address in the interest of Nebraska Wesleyan University.
Tellers were appointed and an informal ballot taken for two delegates to the General Conference.
A communication was presented by T. L. Mathews, advocating equal lay and ministerial representation in our Annual Conferences and recommending the organization of a North Nebraska lay conference for the discussion of questions pertaining to church interest. The paper was placed on file.
A memorial to the General Conference, urging that the Omaha Christian Advocate be fully recognized as an official organ and that a book depository be made at Omaha, was adopted.
It was announced that the informal ballot had resulted in the nomination of J. D. King, T. L. Mathews, John G. Cortelyou, Judge Fawcett, John Dale, --- Gleason and five others.
A ballot was taken and the tellers retired.
The Chairman, Judge Fawcett, was called away and C. F. Weller, of Omaha, was made chairman.
Bro. Gleason read a set of resolutions, embracing the admitting of women to the General Conference, the election of Presiding Elders, etcetera, and their adoption was moved. After discussion, the motion was laid on the table.

The first formal ballot was announced, and resulted in the election of J. D. King, of Wayne, with 53 votes and T. L. Mathews, of Fremont, with 41 votes.
It was carried that J. G. Cortelyou and John Dale, both of Omaha, having received the next highest vote, 12 each, should be the reserve delegates.
Addresses were given by the delegates elect.
A memorial to the General Conference opposing the separate meeting of the lay and ministerial delegates was read and adopted.
On motion the conference adjourned without date.
